Commercial Role
Geosoft Surtech UAE is looking for a Proposal Engineer specialized in technical-commercial role responsible for developing, costing, and submitting bids for offshore survey projects (geophysical, geotechnical, inspection, and positioning) within the oil & gas and renewable energy sectors. They bridge the gap between clients and internal operational teams, converting technical requirements into profitable, safe, and actionable work scopes.
Key Responsibilities
• Proposal & Tender Management: Review Request for Quotations (RFQs/ITTs), define scopes of work, and prepare technical and commercial proposals for offshore projects.
• Technical Solutions & Methodology: Develop detailed technical methodologies, including equipment selection (e.g., AUV, ROV, MBES), personnel requirements, and vessel logistics.
• Costing & Risk Assessment: Calculate project costs, including vessel rates, mobilization fees, and operational expenses, while identifying and mitigating commercial and technical risks.
• Client Interface: Act as the primary point of contact for technical queries, clarifications, and contract negotiations.
• Internal Coordination: Work with operational, sales, and HSEQ departments to ensure proposals are compliant with safety and quality standards.
• Project Handover: Upon contract award, ensure a smooth handover of the project scope to the operational/execution team.
Required Qualifications & Skills
• Education: Masters's degree in engineering (Marine, Civil, Subsea), Geology, Geomatics, Hydrography, Geophysics or a related field.
• Experience (Years): 5 years.
• Experience: Previous experience in offshore survey operations, project engineering, or tendering within the marine construction/service industry.
• Technical Knowledge: Understanding of hydrographic/geophysical equipment, subsea positioning systems, and offshore vessel operations.
• Software Proficiency: Experience with Microsoft Office Suite (especially Excel for costing), MS Project Adobe, and potentially CRM or tender software.
• Soft Skills: Strong analytical skills, commercial acumen, excellent written/verbal communication, and the ability to manage tight deadlines.
