Job Summary
Value International Group, a leading engineering consultancy company, is seeking a highly motivated and detail-oriented Proposal Engineer to join the Projects Department.
The successful candidate will be responsible for managing the complete proposal lifecycle, including receiving, reviewing, coordinating, preparing, pricing support, submitting, and maintaining Requests for Quotation (RFQs), Requests for Proposal (RFPs), Expressions of Interest (EOIs), and other tender submissions. The role requires close coordination with internal departments, clients, consultants, subcontractors, and external stakeholders to develop technically compliant, commercially competitive, and high-quality proposals that meet client requirements and support the company's business growth.
Key Responsibilities
- Proposal & Tender Management
- Manage the complete proposal lifecycle from tender receipt through successful submission.
- Review tender documents and identify technical, commercial, contractual, and submission requirements.
- Register, track, and maintain the status of all RFQs, RFPs, EOIs, clarifications, addenda, tender submissions, and proposal deliverables.
- Prepare proposal schedules and submission plans to ensure all milestones are achieved on time.
- Ensure all proposal documents are complete, accurate, compliant, professionally presented, and submitted before the deadline.
- Maintain proposal registers, submission logs, templates, and proposal documentation.
- Technical & Commercial Coordination
- Coordinate with Business Development, Sales, Engineering, Procurement, Finance, and Project Management teams to collect all technical and commercial inputs.
- Coordinate with the Legal Department regarding contractual terms, qualifications, deviations, and commercial conditions.
- Liaise with Clients, Consultants, Contractors, Subconsultants, and Suppliers whenever required throughout the tender process.
- Ensure alignment between the technical proposal, commercial proposal, pricing strategy, and client requirements.
- Cost Estimation & Pricing Support
- Support cost estimation, pricing, and commercial evaluation activities.
- Coordinate with technical teams to develop cost-effective and value-engineered solutions.
- Identify commercial risks, pricing gaps, exclusions, assumptions, and opportunities.
- Ensure compliance with tender specifications, contractual requirements, client requirements, and submission instructions.
- Tender Communication & Documentation
- Monitor tender portals, procurement platforms, and client communications for clarifications, addenda, amendments, and submission updates.
- Prepare and submit Requests for Clarification (RFCs), technical queries, and commercial clarifications whenever required.
- Maintain complete proposal documentation, correspondence, tender records, and supporting documents.
- Ensure confidentiality of all proposal information and commercial data.
- Meetings & Stakeholder Coordination
- Attend internal proposal meetings, tender review meetings, and client coordination meetings, as required.
- Prepare accurate Minutes of Meeting (MoM), including discussions, decisions, agreed actions, responsible parties, and target dates.
- Circulate draft Minutes for review and approval, distribute the finalized Minutes to the concerned stakeholders, and maintain proper records of approved meeting documentation.
- Continuous Improvement
- Maintain proposal templates, standard documents, lessons learned, and best practices.
- Contribute to improving proposal preparation processes, pricing methodologies, document management, and workflow efficiency.
- Monitor proposal performance indicators and recommend improvements to increase proposal quality, compliance, and win rates.

Qualifications & Experience
- Bachelor's degree in Engineering or a related engineering discipline.
- Minimum 3–5 years of experience in Proposal Engineering, Tendering, Bid Management, Estimation, or Pricing within an Engineering Consultancy, EPC, or Project Management environment.
- Strong knowledge of RFQs, RFPs, EOIs, tendering procedures, and procurement processes.
- Experience preparing technical and commercial proposals for engineering consultancy projects.
- Knowledge of contract conditions, commercial terms, and tender documentation.
- Proficiency in Microsoft Office applications, especially Excel, Word, and PowerPoint.
- Familiarity with document management systems and online tender portals is preferred.
- Excellent command of written and spoken English; Arabic is an advantage.
- Strong communication, coordination, analytical, organizational, and problem-solving skills.
