Overview
Navora Recruitment, under the aegis of Maritimesolutionsltd., is looking for a Proposal Manager to lead and scale the proposal function for water treatment EPC projects.
This role goes beyond proposal submission—you will evaluate opportunities, guide technical direction, lead cross-border teams, and drive commercial outcomes.
The ideal candidate brings a blend of technical depth, commercial awareness, and leadership capability, with the ability to operate in ambiguous, fast-paced bid environments.
What Will You Do
- Evaluate RFQs/tenders and drive bid/no-bid decisions, feasibility, and timelines
- Lead end-to-end proposal strategy for STP, RO, and desalination projects
- Review and validate:
- Process designs
- Equipment selection
- P&IDs, layouts, and BOQs
- Ensure proposals are technically compliant and commercially competitive
- Manage and mentor a cross-border team (UAE & India)
- Allocate workloads, set priorities, and ensure timely delivery across multiple bids
- Validate vendor quotations and internal costing to ensure margin alignment
- Collaborate with sales, engineering, and procurement teams to structure winning proposals
- Convert ambiguous client requirements into clear technical-commercial solutions
- Drive proposal governance, standardization, and documentation practices
- Improve proposal quality, turnaround time, and win probability
The Must-Haves
- 12–15+ years of experience in proposal management (EPC preferred)
- Strong domain expertise in:
- STP (Sewage Treatment Plants)
- RO / Desalination systems
- Ability to read and validate engineering drawings (P&ID, layouts)
- Proven experience in team leadership and cross-functional coordination
- Strong commercial understanding (costing validation mindset)
- Engineering Degree (Mechanical / Chemical / Environmental preferred)
- Ability to work in high-volume, fast-paced proposal environments
Good to Have
- EPC project exposure (preferred over OEM)
- Middle East project experience
- Knowledge of ZLD / ETP systems
- ERP proficiency
- Exposure to global tendering environments
