About the Role
We are seeking a highly experienced Permitting Supervisor to lead our project approval strategies in Dubai. This is a critical role reporting directly to the Project Director, requiring a strategic mind who can navigate the complexities of Dubai's municipal regulations and resolve approval bottlenecks through a deep-rooted local network.
Key Responsibilities
- End-to-End Approval Management: Lead the full lifecycle of government approval milestones, serving as the strategic bridge between the project team and authorities.
- Authority Liaison (DM Focus): Independently drive processes with Dubai Municipality (DM), specifically regarding Change of Use permits, updating Affection Plans, and securing Planning/Building Permits (PD/DD).
- Technical Negotiations & Waivers: Draft and negotiate special waiver applications for GFA, BUA, and Setbacks. Manage Traffic Impact Assessments (TIA) and parking ratio approvals with RTA.
- Safety & Compliance: Lead technical reviews and approvals with Dubai Civil Defence (DCD) for fire safety compliance.
- NOC Management: Orchestrate the acquisition of all No Objection Certificates (NOCs) from utility providers (DEWA, Etisalat/Du) and relevant third-party stakeholders.
Required Qualifications
- Experience: Minimum 7+ years of dedicated permitting experience within Dubai's real estate development sector or a leading engineering consultancy.
- Language:Arabic is mandatory (ability to interpret and negotiate official correspondence). Fluency in English or Chinese is highly desirable.
- Network: Established relationships with DM planning committees (particularly in areas like Al Wasl), RTA, and DCD.
- Technical Knowledge: Deep understanding of Dubai land planning regulations, GFA calculation rules, and the practical nuances of the approval lifecycle.
