Job Description

Role Summary:

The Public Relations Officer /Specialist (PRO) will be responsible for managing all government-related documentation, processing legal paperwork, and liaising with relevant Qatari authorities. The primary objective is to ensure the company remains 100% compliant with Qatar Labour Law, immigration regulations, and corporate licensing frameworks, facilitating smooth business operations.

The role holder is responsible for providing operational support in executing administrative requirements related to Ministries, Municipalities, Visa Authorities and other government bodies in order to fulfill the statutory business needs of GMG and its personnel. The role holder is also responsible for preparing and processing labor and residency visa applications and documents for all employees in compliance with labor and immigration regulations and requirements.

Responsibilities:

  • Handle the application, renewal, and cancellation of all licenses and permits required for the company's operations.
  • Ensure compliance with all regulatory requirements related to licenses, permits, and other legal documentation.
  • Ensure timely and accurate submission of documentation in line with regulatory body requirements.
  • Manage the complete and timely preparation of documents for the issuance and renewal of trade licenses and permits.
  • Provide clear and proactive communication to internal departments regarding updates or changes in government regulations affecting licenses and permits.
  • Maintains and tracks records of personnel and commercial/registration related documents for subsequent use.
  • Ensuring PR expenses are periodically updated and receipts duly submitted.
  • Process, renew, and cancel all employee visas, work permits, and Residence Permits (QIDs) via government portals and in person.
  • Coordinate mandatory employee onboarding formalities, including medical screenings, fingerprinting, and blood group tests.
  • Manage family sponsorship visas, business visas, and multi-entry visas for international staff and visitors.
  • Stay up to date with the changing Ministry of Interior (MOI) and Ministry of Labour rules regarding quotas, profession changes, and visa regulations.
  • Handle the issuance, renewal, and amendment of core corporate documents: Commercial Registration (CR) (Ministry of Commerce and Industry - MOCI) Trade / Signage License (Baladiya / Municipality) Establishment Card / Computer Card (Immigration)Tax Card (General Tax Authority).
  • Represent the company at the Qatar Chamber of Commerce and Industry. Coordinate document attestation with the Ministry of Foreign Affairs (MOFA), embassies, and local notary publics.
  • Act as the primary focal point for key Qatari authorities, including the Ministry of Interior (MOI), Ministry of Labour (ADLSA), Traffic Department, Civil Defence, and CID.
  • Regularly utilize and manage the company's online government portals, specifically Metrash2 and the Ministry of Labour e-services. Resolve any sudden issues, penalties, blocks, or fines levied against the company's CR or computer card by government entities.

People Management:

The incumbent holds no direct supervisory responsibilities but is expected to engage effectively within their function and collaboratively across cross-functional teams. This role contributes meaningfully, whether through operational contributions and/or by offering specialized expertise, guidance, and support, to ensure alignment with either functional and/or strategic organizational goals and objectives.

Functional / Technical Competencies:

Exceptional, hands-on knowledge of Qatar Labour Law, immigration laws, and MOCI corporate setup procedures.

Advanced experience navigating Metrash2, Hukoomi, and various ministry web-portals.

Understanding of licensing, Government Rules and Regulations.

Attention to detail and strong organizational skills.

Problem-solving abilities and a proactive approach to handling licensing challenges.

Ability to build and maintain relationships with internal and external stakeholders.

Excellent negotiation skills, communication, and relationship-building skills to effectively interact with Qatari officials, and the ability to work effectively with regulatory bodies.

Experience:

* Minimum of 3–5 years of proven experience as a PRO specifically within Qatar.

* Fluent in English and Arabic skills (written and spoken)

* Managing external interactions with Government, Statutory, and Municipal bodies, including Ministry of Labor, Visa Authorities, and Embassies.

* Coordinating with the Admin and Government Relations Manager.
