Job Description

Job Summary:

The QA/QC Manager is responsible for leading and managing all Quality Assurance and Quality Control activities across building construction projects, ensuring compliance with contract specifications, Dubai Municipality regulations, applicable international standards, and the company's Quality Management System (QMS). The role oversees project quality planning, inspections, audits, testing, documentation, non-conformance management, and final handover while working closely with clients, consultants, subcontractors, and project teams to deliver projects to the highest quality standards.

Key Responsibilities:

  • Lead and manage the Project QA/QC team, including QA/QC Engineers and Inspectors.
  • Develop, implement, and maintain the Project Quality Plan (PQP), Inspection & Test Plans (ITPs), Method Statements, quality procedures, and inspection checklists.
  • Ensure all construction activities comply with contract specifications, approved drawings, Dubai Municipality requirements, local authority regulations, and applicable international standards.
  • Review and approve Method Statements, material submittals, technical submissions, inspection requests, and quality documentation.
  • Conduct and supervise quality inspections, testing, audits, and surveillance activities throughout the project lifecycle.
  • Coordinate inspections and approvals with Clients, Consultants, Authorities, subcontractors, and third-party testing agencies.
  • Ensure construction activities are executed in accordance with approved Method Statements and Inspection & Test Plans.
  • Monitor and control all Non-Conformance Reports (NCRs), Site Instructions (SIs), observations, and corrective and preventive actions until closure.
  • Maintain complete QA/QC documentation, including inspection records, calibration certificates, test reports, material approvals, inspection requests, and as-built quality records.
  • Plan and conduct internal quality audits and ensure compliance with the Project Quality Management System and ISO 9001 requirements.
  • Coordinate non-destructive testing (NDT), material inspections, and testing activities where applicable.
  • Monitor project quality KPIs and prepare quality reports for senior management.
  • Chair and participate in QA/QC meetings with clients, consultants, subcontractors, and project teams.
  • Liaise with Construction Managers, Technical Engineers, Procurement, and Site Teams to resolve quality-related issues.
  • Ensure all quality documentation is complete and approved before project handover.
  • Promote continuous improvement initiatives to enhance project quality performance.
  • Ensure all quality activities comply with Health, Safety, and Environmental (HSE) requirements.
  • Provide coaching, mentoring, and technical guidance to QA/QC personnel and project teams.

Experience & Qualifications:

  • Bachelor's Degree in Civil Engineering or a related Engineering discipline.
  • Minimum 12–15 years of QA/QC experience in the construction industry.
  • At least 5 years of experience as a QA/QC Manager on large-scale building construction projects.
  • Mandatory experience in high-rise residential, commercial, hospitality, mixed-use, or institutional building projects.
  • Strong knowledge of Dubai Municipality regulations, Dubai Building Code, local authority requirements, and international quality standards.
  • Experience managing QA/QC activities from project initiation through testing, commissioning, and final handover.
  • ISO 9001 Lead Auditor/Internal Auditor certification is highly preferred.

  • Quality Assurance and Quality Control principles and best practices.
  • ISO 9001 Quality Management Systems.
  • Building construction methods and materials.
  • Civil, Structural, Architectural, and MEP construction processes.
  • Contract documents, technical specifications, drawings, and Bills of Quantities (BOQ).
  • Dubai Municipality requirements and applicable UAE construction regulations.
