Job Description

The QA/QC Manager is responsible for the development, implementation, and management of Quality Assurance and Quality Control systems throughout the design, construction, testing, commissioning, and handover phases of hyperscale data center projects.

The role ensures that all CSA, MEP, and ELV works comply with project specifications, international standards, and client quality requirements, delivering a defect-free, highly reliable mission-critical facility.

Key Responsibilities

Quality Management System (QMS)

  • Develop and implement the Project Quality Management Plan (PQMP).
  • Establish project quality policies, procedures, and inspection frameworks.
  • Ensure compliance with ISO 9001 Quality Management System requirements and client standards.
  • Define and monitor project quality objectives and KPIs.
  • Promote continuous improvement across all project quality processes.

Design Quality Assurance

  • Review IFC drawings, shop drawings, technical submissions, and design deliverables.
  • Verify design compliance with project specifications, codes, and standards.
  • Coordinate with technical management teams, consultants, and design stakeholders.
  • Identify design inconsistencies, quality risks, and constructability concerns.
  • Support resolution of technical and quality-related design issues.

Construction Quality Control

  • Oversee site quality inspections across Civil, Structural, Architectural (CSA), MEP, and ELV disciplines.
  • Ensure works are executed in accordance with approved method statements and specifications.
  • Monitor compliance with Inspection and Test Plans (ITPs).
  • Verify workmanship standards throughout project execution.
  • Ensure implementation of quality controls for critical systems and installations.

Inspection & Test Plans (ITP)

  • Develop, review, and approve ITPs for all project activities.
  • Ensure inspection hold points and witness points are properly managed.
  • Coordinate inspections with consultants, client representatives, and project stakeholders.
  • Monitor inspection records and closure of quality observations.

Material & Equipment Quality Management

  • Review and approve material submittals, technical data sheets, and product certifications.
  • Ensure materials and equipment comply with approved specifications and project requirements.
  • Oversee incoming material inspections and quality verification processes.
  • Monitor supplier compliance and certification requirements.

Non-Conformance & Corrective Action Management

  • Manage Non-Conformance Reports (NCRs) and Corrective Action Requests (CARs).
  • Lead root cause analysis investigations and corrective action implementation.
  • Track closure of NCRs and monitor effectiveness of corrective measures.
  • Drive continuous improvement and preventive action initiatives.

Testing & Commissioning Quality Control

  • Oversee quality requirements for FAT, SAT, and Integrated Systems Testing (IST).
  • Validate testing procedures, documentation, and acceptance criteria.
  • Ensure systems achieve required performance standards and design intent.
  • Support commissioning teams, consultants, and client representatives during testing and validation phases.

Documentation & Quality Records

  • Maintain comprehensive quality documentation, inspection reports, and audit records.
  • Ensure proper management of quality registers and tracking systems.
  • Verify completeness and accuracy of as-built drawings and O&M manuals.
  • Ensure readiness for project handover and client acceptance requirements.

Vendor & Subcontractor Quality Management

  • Evaluate vendor and subcontractor quality management systems.
  • Conduct supplier audits, factory inspections, and quality assessments.
  • Monitor subcontractor compliance with project quality requirements.
  • Support quality improvement initiatives across the supply chain.

Audits & Compliance

  • Plan and conduct internal and external quality audits.
  • Ensure compliance with project specifications and international standards.
  • Monitor readiness for client inspections, regulatory reviews, and Tier certification audits.
  • Support successful completion of quality assurance reviews throughout project delivery.

Stakeholder Coordination

  • Collaborate closely with Project Management, Engineering, HSE, Construction, and Commissioning teams.
  • Ensure quality objectives are embedded throughout all project phases.
  • Participate in project review meetings and quality governance forums.
  • Provide leadership and guidance on quality-related matters across the project.

Qualifications & Experience

  • Years of Experience: Minimum 12–18 years of QA/QC experience within construction, infrastructure, or mission-critical projects.
  • Minimum 5–8 years of experience within hyperscale data center or mission-critical environments.
  • Education: Bachelor's Degree in Civil, Mechanical, Electrical Engineering, or a related discipline.
  • Proven experience managing QA/QC activities across design, construction, commissioning, and project handover phases.
  • Strong background in CSA and MEP quality management.
  • Experience supporting large-scale data center projects exceeding 20MW IT load is highly preferred.
  • Demonstrated leadership experience managing quality teams and stakeholders.

Preferred Certifications

  • ISO 9001 Lead Auditor or Internal Auditor Certification
  • Certified Quality Engineer (CQE)
  • PMP Certification (preferred)
  • Additional quality or mission-critical infrastructure certifications are advantageous

  • Strong knowledge of QA/QC systems, inspection processes, and testing procedures.
  • Familiarity with ISO 9001, IEC, NFPA, ASHRAE, and TIA-942 standards.
  • Understanding of Uptime Institute Tier III and Tier IV requirements.
  • Knowledge of Qatar Construction Specifications (QCS).
  • Experience with critical electrical systems, UPS, MV/LV distribution, generators, cooling systems, BMS, DCIM, and fire protection systems.
  • Strong understanding of FAT, SAT, IST, and integrated commissioning processes.
