QS Civil Engineer

The Quantity Surveyor (QS) – Civil Engineer is responsible for managing all commercial, contractual, and cost-related aspects of civil works throughout the project lifecycle. As part of the Construction Supervision Consultant team, the role ensures accurate cost control, measurement, valuation, and contract administration for civil infrastructure and building works. The position supports financial governance of the project while ensuring compliance with contracts, specifications, approved drawings, and applicable standards.

• Manage and control project costs related to civil works, ensuring alignment with approved budgets, contracts, and financial targets.
• Prepare, review, and verify Bills of Quantities (BoQs), cost estimates, cost plans, and tender documents for civil works.
• Measure and value completed works on site, certify interim payment applications, variations, and final accounts.
• Review contractors claims, change orders, and variation proposals, assessing entitlement, pricing, and contractual compliance.
• Monitor cost trends, cash flow, and forecasts, identifying potential risks, cost overruns, and mitigation measures.
• Ensure compliance with contract conditions (FIDIC or equivalent), project specifications, and local regulations.
• Coordinate with Resident Engineers, civil engineers, planners, and project managers to ensure alignment between progress, cost, and schedule.
• Participate in negotiations with contractors and subcontractors on commercial and contractual matters.
• Prepare contractual correspondence, cost reports, payment certificates, and commercial recommendations.
• Support dispute avoidance and resolution by maintaining accurate records, assessments, and substantiated cost data.
• Assist during project close-out, final account settlement, and defect liability period commercial matters.

• Bachelor's degree in Civil Engineering, Quantity Surveying, or a related discipline.
• Minimum 10–15 years of experience in quantity surveying, cost management, and contract administration.
• Proven experience on large-scale projects such as infrastructure works, highways, utilities, mixed-use developments, high-rise buildings, or master-planned communities.
• Strong background in construction supervision consultancy or client-side cost management.

• Strong understanding of civil construction methods, quantities measurement, and cost control principles.
• Excellent knowledge of construction contracts (FIDIC preferred), claims management, and variation procedures.
• High attention to detail with strong analytical and numerical skills.
• Excellent communication, negotiation, and reporting abilities.
• Ability to manage multiple packages and interfaces under tight deadlines.
• Confident professional presence on site and in commercial discussions.

Reports to the Resident Engineer / Commercial Manager / Project Director and works closely with the Project Management Team, Engineering Team, and Construction Contractors.
