Job Summary
The QS & Estimation Engineer E&I is responsible for preparing accurate cost estimates, quantity take-offs, and commercial evaluations for Electrical and Instrumentation works during tender and execution phases. The role supports bidding, budgeting, cost control, variations, and commercial reporting by ensuring E&I quantities, rates, and cost assumptions are technically sound and commercially competitive across construction and Oil & Gas projects.
Key Responsibilities
Estimation & Tendering (Pre-Contract)
- Review tender documents, drawings, specifications, BOQs, and scope of work related to Electrical and Instrumentation systems.
- Prepare detailed quantity take-offs for E&I works including power distribution, cabling, earthing, lighting, control systems, instrumentation, panels, and testing activities.
- Develop accurate cost estimates, pricing breakdowns, and rate analysis for E&I packages.
- Coordinate with Engineering, Procurement, and Planning teams to validate quantities, construction methodologies, and resource assumptions.
- Prepare technical and commercial clarifications, exclusions, and assumptions for tender submissions.
- Assist in subcontractor and vendor enquiries, bid evaluations, and commercial comparisons.
Budgeting & Cost Control (Post-Contract)
- Prepare and support project budgets for E&I scope based on awarded contracts and approved estimates.
- Monitor E&I costs, commitments, and variations against approved budgets.
- Track quantities executed versus planned quantities and identify cost variances.
- Support preparation of cost-to-complete forecasts and cash flow projections for E&I works.
Measurement, Variations & Claims
- Measure executed E&I works in accordance with contract drawings, specifications, and BOQs.
- Prepare interim payment applications and progress measurement for E&I scope.
- Identify, evaluate, and quantify variations, additional works, and scope changes related to E&I activities.
- Support preparation of variation submissions, claims, and supporting documentation.
- Assist in negotiations with clients, consultants, and subcontractors on E&I commercial matters.
Subcontract & Procurement Support
- Support preparation of E&I subcontract scopes, BOQs, and commercial terms.
- Evaluate subcontractor quotations and assist in commercial negotiations.
- Coordinate with Procurement to ensure alignment between estimated costs, awarded rates, and purchase orders.
Reporting & Documentation
- Maintain accurate commercial records, quantity registers, and cost reports for E&I works.
- Prepare commercial summaries, cost reports, and management updates as required.
- Ensure proper documentation and traceability for audits and project close-out.
Required Qualifications & Competencies
- Bachelor's degree in Electrical Engineering, Instrumentation Engineering, or related discipline
- 612 years of experiencein QS and estimation roles for E&I works within construction or Oil & Gas projects
- Strong experience in E&I quantity take-off, estimation, and cost control
- Good understanding of E&I construction methods, materials, and testing requirements
- Familiarity with contract measurement practices and BOQs
- Ability to read and interpret drawings, specifications, cable schedules, loop diagrams, and layouts
- Strong analytical and numerical skills
- Proficiency in MS Excel and estimating tools; ERP exposure is an advantage
- Good communication, coordination, and commercial awareness
- Ability to work under pressure and meet tender and project deadlines
