QS Manager / Consultant

Location: Nasr City, Cairo

Reports To: Cairo Office Manager / HOD – Jeddah

Coverage: Egypt & Saudi Arabia

Position Purpose

Lead the Quantity Surveying and Commercial function for a professional consultancy operating across Egypt and Saudi Arabia. The QS HOD will manage the QS team, oversee cost and commercial management, lead contractual and claims activities, and provide senior commercial advice across projects.

Key Responsibilities

• Lead, recruit, develop, and manage the Quantity Surveying team.
• Plan departmental resources, workload, and project manpower.
• Review and approve tenders, contractor offers, commercial evaluations, variations, and claims.
• Lead commercial and contractual negotiations with contractors.
• Ensure effective cost control, contractual compliance, and commercial risk management.
• Provide senior contractual and commercial advice to project teams and clients.
• Coordinate with department heads, project teams, clients, and contractors.
• Support coordination between the Cairo and Jeddah offices.
• Contribute to strategic planning, business development, and continuous improvement of QS processes.

Requirements

• Bachelor's Degree in Quantity Surveying, Civil Engineering, or related field.
• 20+ years of relevant QS/commercial experience.
• Strong consultancy-side experience with proven team leadership.
• Strong knowledge of contracts, claims, variations, tendering, and cost control.
• Experience in Saudi Arabia is highly desirable.
• Excellent negotiation, analytical, leadership, and client-management skills.
• Fluent in Arabic and English.
• Willingness to travel between Egypt, Saudi Arabia, and project locations when required.
