Job Description

The QS Manager is responsible for leading and managing all commercial and quantity surveying activities across projects, ensuring effective cost control, contract administration, procurement, and financial management throughout the project lifecycle.

The role provides commercial leadership to the project team, manages quantity surveying resources, and works closely with clients, consultants, contractors, subcontractors, suppliers, and internal stakeholders to protect the Company's commercial interests while ensuring projects are delivered within approved budgets, timelines, and contractual requirements.

Job Responsibilities

  • Lead and manage all quantity surveying and commercial activities throughout the project lifecycle.
  • Manage and supervise the Quantity Surveying and commercial team, providing clear direction, objectives, and work plans.
  • Establish and maintain effective cost control systems to monitor project financial performance.
  • Prepare, review, and manage project budgets, cost plans, cash flow forecasts, and cost reports.
  • Review Bills of Quantities (BOQ), tender documents, specifications, drawings, and contract documentation.
  • Manage the measurement and valuation of works, including interim valuations, progress payments, and final accounts.
  • Review and evaluate variations, change orders, claims, and additional works.
  • Lead the preparation, evaluation, negotiation, and settlement of commercial claims and contractual matters.
  • Monitor project costs against approved budgets and identify potential cost overruns at an early stage.
  • Provide commercial advice and recommendations to Project Managers and senior management.
  • Manage subcontractor and supplier commercial activities, including payment applications, variations, claims, and final accounts.
  • Support procurement activities, tender evaluations, commercial negotiations, and contract awards.
  • Ensure compliance with contract conditions, commercial procedures, and Company policies.
  • Review and assess subcontractor and contractor applications for payment and supporting documentation.
  • Maintain accurate records of quantities, costs, variations, claims, payments, and commercial correspondence.
  • Lead the preparation and submission of monthly commercial reports and forecasts.
  • Identify opportunities for value engineering and cost optimization without compromising quality or project requirements.
  • Support contract negotiations and ensure that the Company's contractual and commercial interests are protected.
  • Coordinate with technical, procurement, finance, planning, and project management teams to ensure alignment of commercial activities.
  • Manage commercial risks and develop appropriate mitigation strategies.
  • Ensure timely preparation and settlement of project final accounts.
  • Maintain strong professional relationships with clients, consultants, contractors, subcontractors, and suppliers.
  • Ensure compliance with applicable HSE, quality, governance, and Company requirements.

Job Knowledge & Skills

  • Advanced knowledge of Quantity Surveying, Cost Management, and Commercial Management.
  • Strong knowledge of construction contracts, procurement, tendering, and contract administration.
  • Strong understanding of FIDIC and other standard forms of construction contracts.
  • Extensive experience in measurement, valuation, BOQ preparation, cost planning, and cost reporting.
  • Strong knowledge of variations, claims, extensions of time, and commercial negotiations.
  • Advanced understanding of subcontract management and commercial administration.
  • Strong analytical and financial management skills.
  • Excellent negotiation, communication, and stakeholder-management skills.
  • Strong knowledge of construction methods, drawings, specifications, and project documentation.
  • Ability to identify commercial risks and develop effective mitigation strategies.
  • Proficiency in Excel and relevant cost management/QS software.
  • ERP knowledge, preferably SAP, is an advantage.
  • Knowledge of BIM and digital quantity take-off tools is an advantage.
  • Ability to manage multiple projects and commercial workstreams simultaneously.

Job Experience:

  • Minimum 12 years of relevant professional experience in Quantity Surveying and Commercial Management.
  • Minimum 5 years of experience in a senior or managerial Quantity Surveying/Commercial role.
  • Proven experience managing Quantity Surveying and commercial teams.
  • Extensive experience in cost control, contract administration, procurement, variations, claims, and final accounts.
  • Strong experience working on large-scale construction projects.
  • Proven experience managing subcontractor and supplier commercial activities.
  • Strong experience in client and consultant commercial negotiations.
  • Experience with FIDIC contracts is highly preferred.
  • GCC experience is preferred, particularly experience with local construction practices, regulations, and contractual requirements.
  • Previous experience as a Managing Quantity Surveyor, Senior Quantity Surveyor, Commercial Manager, or similar position is preferred.

Education & Qualifications:

  • Bachelor's Degree in Construction Management, Civil Engineering
  • Relevant professional certifications in contract management, cost management, or project management are an advantage.
  • Additional qualifications in Commercial Management or Construction Contracts are an advantage.
