Quality & HSE Lead Engineer

Job Purpose:

We are seeking an experienced Quality & HSE Lead Engineer to lead site-level implementation of Quality Assurance, Quality Control, and Health & Safety systems for a BWRO desalination plant project.

The role focuses on execution, inspections, compliance, and coordination with project teams, consultants, and subcontractors, under the supervision of the Project Manager.

Key Responsibilities

Quality (QA/QC)

Implement and monitor the Project Quality Plan (PQP) on site.

Review and follow up on ITPs, Method Statements, inspection records, and test results.

Conduct quality inspections for civil, mechanical, electrical, and I&C works.

Verify material compliance, vendor documentation, certificates, and test reports.

Raise, track, and close Non-Conformance Reports (NCRs) and corrective actions.

Support preparation of As-Built drawings, O&M manuals, and final handover dossiers.

Health, Safety & Environment (HSE)

Implement and enforce the Project HSE Plan in accordance with Saudi regulations.

Monitor site safety for construction activities, lifting operations, electrical works, and chemical handling.

Conduct Risk Assessments, Job Safety Analysis (JSA), toolbox talks, and safety inspections.

Support accident investigations and preparation of HSE reports.

Coordinate HSE requirements with subcontractors and site teams.

Project & Commissioning Support

Support testing, commissioning, and reliability test runs of the BWRO plant.

Assist in compliance with HAZOP, firefighting, and environmental requirements.

Contribute to monthly progress reports (Quality & HSE sections).

Requirements

Bachelor's degree in Mechanical, Electrical, or Civil Engineering.

Minimum 812 years of experience, including strong experience in Saudi Arabia.

Proven experience in BWRO / SWRO desalination plants or water treatment projects.

Good knowledge of Saudi governmental regulations, safety standards, and quality systems.

Experience in EPC / DesignBuild projects is required.

Certifications such as ISO 9001 / ISO 45001 / ISO 14001, NEBOSH are an advantage.
