China State Construction Engineering Corporation Middle East is seeking an experienced QA/QC Manager with strong knowledge of RTA regulations, guidelines, and quality requirements to lead and oversee quality assurance and control activities across major transport and infrastructure projects. The ideal candidate will ensure all project works meet RTA, ISO, and contractual standards while driving continuous improvement in project quality.
Key Responsibilities
- Develop, implement, and maintain the project Quality Management System (QMS) in accordance with RTA and ISO 9001 standards.
- Oversee all QA/QC functions to ensure compliance with project specifications and regulatory requirements.
- Conduct internal and external quality audits, inspections, and testing procedures.
- Review and approve Method Statements, ITPs, Material Submittals, and Quality Plans.
- Liaise with RTA representatives, consultants, contractors, and stakeholders to resolve quality-related issues.
- Monitor site activities to ensure adherence to approved procedures and standards.
- Manage NCRs, CARs, and oversee the closure process with effective corrective and preventive actions.
- Lead quality awareness training and mentor project QA/QC team members.
- Prepare quality reports, dashboards, and documentation required by RTA and project management.
Qualifications & Experience
- Bachelor's Degree in Civil Engineering or related field.
- Minimum 1520 years of QA/QC experience
- Strong knowledge of RTA standards, manuals, and approval processes.
- Certification in ISO 9001 Lead Auditor preferred.
- Extensive experience with infrastructure, roads, bridges projects.
- Strong leadership, communication, and documentation skills.
