Duties and Responsibilities
1. Quality Planning & Control
- Prepare and implement the Project Quality Plan (PQP), ITPs, method statements, and quality checklists for civil, electrical, and EPC scopes.
- Ensure compliance with relevant utility standards:
- DEWA / ADWEA / TAQA / SEWA / FEWA (as applicable)
- Local Municipality & Civil Defense requirements
- Environmental and safety regulations
- Conduct quality inductions, toolbox talks, and QMS awareness at site.
2. Civil QA/QC Responsibilities
- Inspection and verification of civil works:
- Excavation, trenching, shoring, dewatering
- Duct banks, manholes, chambers, valve chambers
- Reinforced concrete works & structural foundations
- Backfilling & compaction (FDT, plate load tests)
- Roads reinstatement, paving, and utility corridor works
- Ensure civil works comply with ASTM, ACI, BS/EN, and utility specifications.
3. Electrical QA/QC Responsibilities
- Quality inspection of electrical utility assets:
- MV/LV cable installation, jointing & termination
- Substation equipment (RMUs, transformers, switchgear, panels)
- Earthing, bonding & lightning protection
- Industrial control panels, SCADA/RTU connection checks
- Witness and review electrical testing:
- IR tests, continuity tests
- VLF / Hi-Pot
- Transformer testing (TTR, WR, Oil BDV)
- Relay testing (secondary injection)
- Ensure compliance with IEC, IEEE, DEWA/TAQA standards, and utility specifications.
4. EPC Project Quality Management
- Participate in design review and engineering document verification.
- Review vendor/supplier documents, ITPs, MTCs, FAT procedures.
- Conduct supplier audits and witness FAT/SAT for major equipment.
- Ensure EPC contractors comply with QMS requirements through all stages.
5. Inspection, Testing & Commissioning
- Prepare RFIs and coordinate inspections with consultant/utility representatives.
- Manage test packs, inspection checklists, and commissioning records.
- Verify pre-commissioning, commissioning, and energization readiness.
- Facilitate closing of punch list items (A/B/C categories).
6. NCR, Compliance & Audits
- Identify non-conformances, issue NCRs/CARs, and monitor closure.
- Conduct rootcause analysis (5 Whys, Fishbone, Fault Tree).
- Perform internal and external audits (ISO 9001, utility audits).
- Implement preventive actions to reduce rework and defects.
7. Documentation & Handover
- Maintain logs: material inspections, testing, RFIs, NCRs, calibration, subcontractor quality performance.
- Ensure accurate and complete quality dossiers for handover.
- Compile as-built drawings, IRs, test reports, method statements, and O&M manuals.
- Ensure compliance with utility authority handover formats.
What are we looking for
- Bachelor's Degree in Civil or Electrical Engineering.
- 512 years experience in QA/QC for utility sector or EPC infrastructure projects.
- Strong technical knowledge of:
- Utility distribution (power/water/wastewater)
- ISO 9001:2015 QMS
- IEC, BS, ACI, ASTM, and utility authority standards
- Experience in approving bodies (DEWA/ADDC/TAQA/SEWA/FEWA or similar).
Preferred:
- ISO 9001 Lead Auditor Certification.
- NDT Level II (if applicable to project scope).
- CSWIP 3.1 (for projects involving steel works).
- Experience using Aconex, Procore, Asite, or utility eportal systems.
