Job Description:

The QA/QC Engineer at Winclex is responsible for developing, implementing, and maintaining the company's Quality Management System (QMS) across all projects and operational processes. This role ensures that all work including materials, installation, and final deliverables, meets specified technical standards, contractual requirements, and regulatory compliance. The Engineer will conduct inspections, manage documentation, and champion a culture of quality improvement and defect prevention, including analyzing quality performance and reporting key metrics to management, and collaborating directly with the Operational Quality & Performance unit.

Responsibilities:

1. Quality Planning and System Development (QA):

* Develop and review project-specific Quality Plans (QPs), Inspection and Test Plans (ITPs), and Method Statements.

* Establish and implement quality assurance procedures, ensuring that the QMS aligns with ISO standards (e.g., ISO 9001) and Winclex policies.

* Conduct regular internal audits of project activities and documentation to ensure systemic compliance with established quality requirements.

* Assist in drafting and establishing the company's Operational Quality Policy and Procedures.

2. Quality Control and Inspection (QC):

* Perform rigorous inspection and testing of materials, equipment, and installations at various stages of the project lifecycle (e.g., received materials, in-process work, pre-commissioning).

* Issue and manage Non-Conformance Reports (NCRs) and observations, ensuring timely root cause analysis and implementation of corrective and preventive actions (CAPA).

* Witness crucial tests, inspections, and hold points as defined in the ITP and client specifications.

* Manage the calibration and certification records for all measuring and testing equipment used on site.

3. Documentation and Reporting to Management:

* Build and maintain comprehensive and traceable quality records, including inspection reports, test results, certifications, and quality sign-offs.

* Prepare and submit quality handover documentation (Quality Dossiers/Final Documentation) to the client upon project completion.

* Prepare and analyze quality and performance data, generating comprehensive reports that highlight key metrics, trends, and quality risks for management review.

* Present quality performance findings and recommendations directly to senior management and project stakeholders.

* Coordinate the review and approval process for vendor material submittals (MDRs) and technical documentation.

4. Inter-Departmental and QHSE Coordination:

* Act as the key quality interface between Winclex, the client, third-party inspectors, and subcontractors.

* Work closely and continuously with the QHSE unit staff to ensure the integration of quality, safety, and environmental requirements into all procedures.

* Collaborate with Project Management Team and Site Teams to integrate quality requirements seamlessly into project execution.

* Review contract documents to extract and define all quality related requirements and obligations.

5. Standards and Continuous Improvement:

* Ensure all quality processes adhere to local and international codes, standards, and safety regulations (QHSE).

* Contribute to continuous improvement initiatives based on lessons learned from audits, NCRs, and customer feedback.

Qualifications:

* Bachelor's degree in Engineering (Mechanical, Electrical, Civil, or Industrial) from a recognized university.

* Minimum of 5 years of professional experience in Quality Assurance and Quality Control roles, preferably within the industrial, construction, or oil & gas sectors.

* Recognized Certification in Quality Management (e.g., ISO 9001 Lead Auditor/Internal Auditor) is mandatory.

* Certification related to specific quality inspection disciplines (e.g., Welding, NDT, Painting, depending on industry needs) is highly desirable.

* Knowledge of advanced quality tools (e.g., Six Sigma, Statistical Process Control).

* Proven experience in vendor quality surveillance and supply chain auditing.

* Experience in developing and digitizing Quality Management Systems (QMS).

Skills:

* Expert knowledge of ISO 9001 and quality management principles.

* Strong technical knowledge related to inspection methods, testing procedures, and codes applicable to the industry.

* Meticulous attention to detail and strong documentation management skills.

* Excellent auditing, analytical, and problem-solving skills (Root Cause Analysis/CAPA).

* Strong ability to analyze data, interpret quality performance, and present findings clearly to management.

* Strong communication, negotiation, and interpersonal skills for client and contractor interaction.
