Job Description

Job Summary:

Responsible for leading and managing a team of quality control engineers to ensure that all aspects of construction projects meet the required quality standards, specifications, and safety regulations. The role involves overseeing the implementation of quality control processes, procedures, and documentation, while actively identifying and resolving technical issues on-site. The Section Head ensures compliance through continuous monitoring, directs corrective actions, and supports the Project Manager in maintaining technical excellence throughout the project lifecycle.

Responsibilities:

  • Reviewing and endorsing Contractor's submittals for accuracy, completeness, and compliance with contract requirements, while also guiding team members during detailed reviews where needed.

  • Identifying and pointing out non-compliant or unsatisfactory works to the Contractor, and ensuring timely rectification. In cases of resistance or delay, escalating the issue directly to the Project Manager.

  • Reviewing and approving complex shop drawings, construction proposals, and layout plans submitted by the Contractor, and providing technical input where clarification or modification is required.

  • Ensuring that the Contractor maintains and regularly updates a complete set of marked-up drawings and technical documents reflecting actual site conditions.

  • Maintaining oversight of the submittal review process through a controlled daily log, and directly handling critical or technically sensitive submissions when necessary.

  • Monitoring the Contractor's on-site operations and personally inspecting key activities to verify compliance with project specifications and quality standards.

  • Reviewing and approving proposed construction methods for major project components, and participating in technical discussions to ensure feasibility and alignment with design intent.

  • Conducting regular inspections across disciplines, preparing punch lists of incomplete or defective works, and following up on corrective actions until resolution.

  • Supporting the Project Manager in the technical assessment of Contractor claims and variations, providing expert-level input and written recommendations.

  • Reviewing and evaluating material and equipment substitution requests to ensure that proposed alternatives fully meet or exceed the project's performance and specification requirements.

  • Inspecting and approving delivered materials and equipment to confirm compliance with approved submittals, technical specifications, and relevant documentation.

  • Ensuring the completeness and accuracy of all technical documentation including installation manuals, testing certificates, and O&M documentation.

  • Preparing and submitting for the Project Manager's approval the project's quality control inspection plans and site quality procedures, while also ensuring proper implementation.

  • Approving the Contractor's proposed installation methods, construction sequences for ancillary works, and deployment plans for key technical personnel.

  • Reviewing and approving method statements and testing & commissioning procedures, participating in critical testing activities to ensure performance criteria are met.

  • Leading weekly technical coordination meetings with the Contractor, addressing outstanding issues, and aligning on upcoming works and responsibilities.

  • Reviewing final as-built drawings and coordinating with the Contractor to ensure timely and accurate submission to the Project Manager.

  • Responding in writing to technical queries from the Contractor regarding design intent, with a copy to the Project Manager, and issuing instructions to ensure compliance with the contract documents.



  • Requirements

  • Bachelor's degree in Engineering (Civil, Mechanical, Electrical, or related field).

  • Minimum of 10 years of experience in Quality Control, preferably on large-scale or mega construction projects.

  • Proven expertise in identifying and managing critical control points and quality risks in complex engineering environments.

  • Strong problem-solving and analytical skills with a proactive approach to resolving technical issues.

  • Proficient in Microsoft Office (Word, Excel, PowerPoint, Outlook) and familiar with quality management systems and documentation tools.

  • Strong communication and coordination skills for effective interaction with contractors, consultants, and project stakeholders.
