Procurement Quality Control Supervisor

We are seeking an experienced Procurement Quality Control Supervisor (Mechanical) to oversee and drive procurement quality activities across major engineering and construction projects. This role is critical in ensuring that all purchased mechanical materials, equipment, and vendor-manufactured items meet project specifications, international standards, client requirements, and contractual quality expectations before delivery to site

YOUR ROLE

As Procurement Quality Control Supervisor, you will collaborate closely with Procurement, Engineering, Project Management, Vendors, Third-Party Inspectors, and Clients to ensure the highest standards of quality and compliance throughout the supply chain.

Procurement Quality Planning

  • Review procurement packages and purchase orders to identify quality requirements.
  • Ensure inspection and testing requirements are incorporated into procurement documentation.
  • Review vendor quality plans, Inspection & Test Plans (ITPs), manufacturing procedures, and quality documentation.
  • Coordinate procurement quality activities with project QA/QC and procurement teams.
  • Establish vendor surveillance and inspection requirements.

Vendor Qualification & Assessment

  • Participate in vendor prequalification and technical evaluations.
  • Assess supplier quality systems, manufacturing capabilities, and compliance with project requirements.
  • Conduct supplier audits and quality assessments.
  • Monitor vendor performance and recommend corrective actions when necessary.
  • Maintain approved vendor quality records.

Vendor Inspection & Factory Surveillance

  • Plan and coordinate inspections at vendor and manufacturer facilities.
  • Witness material inspections, manufacturing processes, and production activities.
  • Coordinate with third-party inspection agencies and client representatives.
  • Monitor manufacturing progress from a quality perspective.

Factory Acceptance Testing (FAT)

  • Witness and verify FAT activities for mechanical equipment and packages.
  • Review test procedures and acceptance criteria.
  • Verify calibration certificates and testing records.
  • Ensure testing is performed in accordance with approved procedures and specifications.
  • Review and endorse FAT reports.

Material & Equipment Quality Verification

  • Review material certificates, inspection records, NDT reports, welding records, and manufacturer documentation.
  • Verify compliance with specifications and purchase order requirements.
  • Ensure traceability requirements are maintained throughout manufacturing and delivery.
  • Validate preservation, packaging, and transportation requirements.
  • Support material release recommendations.

Non-Conformance & Quality Management

  • Manage procurement-related quality concerns and Non-Conformance Reports (NCRs).
  • Monitor corrective and preventive actions.
  • Participate in root cause investigations and verify closure of quality issues.
  • Ensure compliance with project specifications, client standards, international codes, and company procedures.

Documentation & Stakeholder Coordination

  • Review Manufacturer Record Books (MRBs), inspection release notes, material certificates, and quality dossiers.
  • Maintain procurement quality records and databases.
  • Liaise with procurement, engineering, logistics, project teams, vendors, clients, consultants, and inspection agencies.
  • Support technical reviews, issue resolution, and risk mitigation discussions.

WHAT WE'RE LOOKING FOR

Experience

  • Minimum 8-10 years of QA/QC experience within Oil & Gas, Petrochemical, Industrial, Marine, EPC, Power, or Infrastructure sectors.
  • Minimum 3 years of experience in procurement quality, vendor inspection, manufacturing surveillance, or supplier quality management.
  • Experience with piping, valves, tanks, pressure vessels, rotating equipment, static equipment, structural steel, skid packages, and mechanical systems.
  • Experience coordinating vendor inspections and Factory Acceptance Tests (FAT).
  • Ability to travel as required for supplier audits, inspections, and factory visits.

Education and Certifications

  • Diploma or Bachelor's Degree in Engineering, Quality Management, or a related discipline.
  • ISO 9001 Internal Auditor or Lead Auditor Certification.
  • CSWIP 3.1 Welding Inspector, AWS-CWI, or equivalent.
  • API 510, API 570, API Q1, or similar industry-recognized certifications

SKILLS AND COMPETENCIES

  • Procurement quality management and supplier quality systems.
  • Manufacturing surveillance and inspection processes.
  • Welding inspection and NDT methods.
  • Material certification and traceability requirements.
  • ASME, ASTM, API, ISO, AWS, NACE/AMPP, MSS, ANSI, and major Oil & Gas industry standards.
  • SAP/ERP systems, quality management systems, and reporting tools.
