Job Purpose:
We are seeking a highly skilled and detail-oriented Quantity Surveyor to join our dynamic team. The successful candidate will be responsible for managing procurement processes for construction. This role requires a strong understanding of construction projects, cost management, and supply chain dynamics to ensure the successful delivery of projects within budget and on schedule.
Key Responsibilities:
Procurement Strategy & Planning
- Develop and implement procurement strategies aligned with project timelines and budgets.
- Conduct market research to identify cost-effective and high-quality suppliers and vendors.
- Forecast procurement needs based on project schedules and construction plans.
Vendor & Supplier Management
- Identify, evaluate, and prequalify suppliers, subcontractors, and service providers.
- Hold pre-bid meeting with the proposed bidders.
- Maintain strong relationships with suppliers to ensure timely delivery and quality compliance.
- Conduct periodic supplier performance evaluations.
Tendering Management
- Prepare and issue RFQs (Request for Quotations), RFPs (Request for Proposals), and tenders.
- Evaluate bids, analyse quotations, and recommend the best-fit supplier based on cost, quality, and reliability.
- Ensure all procurement activities comply with UAE laws and internal policies.
- Manage the procurement of Provisional Sum and Prime Cost items in the Contract.
Coordination & Reporting
- Collaborate with stakeholders to align procurement activities with project requirements.
- Prepare reports on procurement performance, cost savings, and supplier evaluations.
- Supervise, mentor and manage the lead/cost consultants for performance of pre-contract activities carried out on behalf of the Employer.
- Liaison with design and development team to identify opportunities for value engineering.
Qualifications & Skills:
- Bachelor's degree in quantity surveying, Civil Engineering, or a related field.
- A minimum of 8 years of experience in procurement, preferably in large real estate development/construction projects.
- Professional Certification (MRICS or equivalent) is an advantage but not mandatory.
- Strong communication and interpersonal abilities.
- Ability to work under pressure and meet tight deadlines.
- Knowledge of UAE construction market.
