Job Summary:
The Real Estate Development Manager will lead and manage real estate development projects across the Kingdom of Saudi Arabia, from initial concept through design, approvals, construction, and final delivery. The role requires strong knowledge of Saudi regulatory frameworks, urban planning, land acquisition processes, and stakeholder coordination, aligned with the Kingdom's Vision 2030 initiatives and growing demand for sustainable, smart, and mixed-use developments.
Key Responsibilities:
- Conduct feasibility studies, highest and best use analyses, and ROI assessments for potential development opportunities.
- Analyze local market conditions, economic trends, and regulatory factors influencing real estate development.
- Identify and assess land acquisition opportunities in alignment with strategic development goals.
- Liaise with government entities such as the Ministry of Municipal and Rural Affairs, GACA, and local municipalities to obtain permits, zoning approvals, and other entitlements.
- Ensure all developments comply with Saudi building codes, environmental regulations, and Vision 2030 guidelines.
- Oversee the concept development and master planning process with architects, urban planners, and consultants.
- Lead design review processes to ensure alignment with market demands, brand standards, and regulatory compliance.
- Integrate sustainability, smart infrastructure, and energy efficiency into project designs (aligned with Saudi Green Initiative).
- Coordinate with internal teams, contractors, and project managers to ensure timely and cost-effective delivery.
- Monitor progress against project timelines, budgets, and KPIs, while maintaining high standards of quality and compliance.
- Solve development issues related to approvals, construction delays, or budget overruns.
- Prepare detailed project pro formas and financial models for investment decisions.
- Collaborate with finance and investment teams to structure deals, secure funding, or evaluate JV opportunities.
- Monitor cash flows, budgets, and project profitability throughout the development lifecycle.
- Act as the primary liaison with key stakeholders, including regulators, developers, investors, and joint venture partners.
- Maintain strong relationships with government entities such as PIF-related organizations, MODON, RCJY, and Royal Commissions.
- Participate in community engagement processes where applicable.
Qualifications & Skills
- Bachelor's degree in Real Estate, Architecture, Urban Planning, Civil Engineering, or a related field.
- MBA or Master's in Real Estate Development is preferred.
- 812 years of experience in real estate development, preferably in Saudi Arabia.
- Experience with mixed-use, commercial, hospitality, or large-scale residential developments.
- Knowledge of Giga Projects, Special Economic Zones (SEZs), or projects under Vision 2030 is a plus.
- Strong project management and planning skills.
- Proficiency in financial modeling and real estate investment analysis.
- Excellent negotiation, presentation, and stakeholder management abilities.
- Deep understanding of KSA development laws, permitting processes, and cultural context.
- Bilingual preferred (Arabic and English).
