Global Recruitment & Sourcing Head (Blue-Collar)

Location: Dubai, UAE

Role Purpose

Lead the development and execution of a global sourcing network to support workforce requirements across GCC and Europe. Responsible for building recruitment partnerships, sourcing channels, talent pipelines, and recruitment operations across multiple international markets.

Responsibilities

• Develop and manage global sourcing strategies and recruitment partnerships

• Build and oversee international agency networks and sourcing channels

• Drive high-volume recruitment across blue-collar, skilled, technical and professional categories

• Identify and establish new sourcing markets and talent corridors

• Manage recruitment teams, sourcing partners, and delivery performance across multiple regions

• Build scalable talent pipelines and alternative workforce supply channels

• Monitor sourcing effectiveness, quality, cost, and hiring timelines

Requirements

• Experience building sourcing capability within non-traditional South Asian markets is a mandatory requirement

• 10+ years of international recruitment, manpower, staffing, or workforce solutions experience

• Proven experience managing multi-country sourcing operations and agency networks

• Strong background in high-volume recruitment and workforce mobilization

• Experience developing sourcing channels in emerging or non-traditional talent markets

• Exposure to sectors such as construction, industrial, manufacturing, logistics, facilities management, hospitality, healthcare, or oil & gas

• Experience managing remote recruiters, sourcing teams, or international recruitment partners
