Job Description

Position Objective:

To lead and manage the end-to-end recruitment function for ICT and construction roles, ensuring timely fulfilment of high-volume hiring demands while maintaining quality, efficiency, and compliance with company standards. The role will oversee a team of recruiters, drive performance, and implement effective recruitment strategies aligned with business needs.

Job Description & Responsibilities:

  • Lead and manage the recruitment lifecycle for ICT and Construction industry roles across multiple countries, projects and business units.
  • Handle high-volume technical hiring requirements (150+ open positions) with a focus on meeting aggressive timelines.
  • Supervise, mentor, and manage a team of recruiters (4+), ensuring optimal productivity and performance.
  • Monitor recruiter KPIs including time-to-fill, quality of hire, submission-to-interview ratio, and offer conversion rates.
  • Implement structured recruitment strategies, sourcing plans, and prioritization mechanisms to address critical hiring needs.
  • Collaborate with hiring managers, program managers, and stakeholders to understand manpower requirements and align recruitment efforts accordingly.
  • Ensure adherence to the approved Manpower Request (MRF) process and recruitment governance framework.
  • Drive continuous improvement in recruitment processes, tools, and systems (ATS/HRMS).
  • Review and validate candidate shortlists before submission to ensure alignment with job requirements and client expectations.
  • Ensure proper execution of interview processes, including internal screening and client interview coordination.
  • Maintain high standards of candidate experience and employer branding.
  • Prepare and present recruitment dashboards, reports, and performance insights to senior management.
  • Ensure compliance with company policies, localization, local labor laws, and recruitment best practices.

Qualifications & Experience:

  • Bachelor's degree in Engineering, Human Resources, Business Administration, or a related field.
  • Minimum 12 years of experience in recruitment, specializing in ICT, telecom, and technology hiring within large-scale and fast-paced organizations..
  • Proven experience in managing high-volume recruitment campaigns and large-scale mobilization activities (100+ roles) within fast-paced project environments.
  • Demonstrated experience in leading and managing recruitment teams and supporting business expansion initiatives across multiple projects or regions.
  • Strong understanding of ICT roles including telecom, IT, data center, cloud, digital transformation, and smart city domains.
  • Experience in supporting organizational digitization initiatives within Talent Acquisition, including process automation and optimization of recruitment workflows.
  • Strong experience in working within structured recruitment environments with defined KPIs, SLAs, governance, and executive reporting requirements.
  • Hands-on experience with ATS systems, recruitment dashboards, analytics, and data-driven performance tracking tools to support operational and management decision-making.
  • Experience in developing recruitment reports, pipeline tracking, hiring forecasts, and executive-level recruitment progress dashboards.
  • Strong stakeholder management skills with the ability to coordinate with senior management, project teams, and clients while working under pressure and tight deadlines.
  • Excellent communication, leadership, planning, and problem-solving skills with the ability to manage multiple priorities in a rapidly growing organization.
