We're hiring a Recruitment Section Head to lead talent acquisition in Egypt and support regional hiring across Africa/MENA as needed. This is a hands-on leadership role for someone who can scale strong pipelines, elevate assessment quality, and partner closely with project and business leaders to deliver high-impact hires.
What You'll Achieve
Recruitment Strategy & Workforce Delivery
- Lead and execute recruitment plans aligned with project priorities, business needs, and workforce budgets.
- Translate manpower requirements into clear, time-bound hiring roadmaps with hiring managers.
- Drive a structured approach to critical/urgent roles and proactively build talent pipelines.
Sourcing Excellence & Market Intelligence
- Strengthen and diversify recruitment channels (LinkedIn, job boards, referrals, universities, agencies).
- Build and maintain high-quality talent pools for recurring roles across construction and support functions.
- Provide updated market insights on talent availability, salary benchmarks, and hiring risks.
Assessment Quality & Hiring Governance
- Implement consistent evaluation methods that raise the quality of shortlists and selection decisions.
- Ensure job descriptions, competencies, and screening criteria are accurate and role-relevant.
- Improve candidate experience and ensure compliance with internal hiring approvals and documentation standards.
Team Leadership & Performance
- Coach and develop the recruitment team to deliver speed and quality.
- Set clear KPIs (time-to-fill, quality-of-hire, offer acceptance, source effectiveness).
- Build a performance-driven culture with regular pipeline reviews and hiring dashboards.
Stakeholder Partnership
- Act as a trusted advisor to leadership and project teams on recruitment planning and hiring solutions.
- Manage expectations with clarity and data not assumptions.
- Drive alignment between HR, technical leaders, and shared services for smooth onboarding and mobilization.
What You'll Bring to ACC
- Bachelor's degree in HR, Business, or a related field.
- 7+ years of progressive experience in talent acquisition, with proven leadership experience.
- Strong exposure to recruitment in construction, engineering, EPC, or similar project-based environments.
- Demonstrated ability to build recruitment channels and improve shortlist quality at scale.
- Solid knowledge of structured interviews, assessment tools, and hiring analytics.
- Excellent English communication skills.
- Strong command of recruitment platforms and MS Office (especially Excel).
