Regional HSE Manager
Location: Dubai - must have the ability to travel across MENA freely

About the Company:
We're supporting a leading international contractor in the appointment of a Regional HSE Manager to oversee Health, Safety & Environmental performance across a portfolio of large-scale projects throughout the Middle East and Africa.
This is a senior leadership opportunity with a clear succession plan into a Director-level position, offering the chance to influence HSE strategy across multiple countries while leading and developing regional HSE teams. Reporting to the HSE Director, you will provide strategic leadership across the region, ensuring the consistent implementation of company HSE standards, driving continuous improvement, and supporting operational teams to deliver world-class HSE performance.
The responsibilities of the Regional HSE Manager:
- Lead Health, Safety & Environmental performance across multiple projects within the region.
- Provide leadership, coaching and support to Regional and Project HSE teams.
- Drive continuous improvement of the HSE Management System.
- Monitor regional HSE performance through audits, inspections, KPIs and trend analysis.
- Lead investigations into significant incidents and ensure effective corrective actions are implemented.
- Review project HSE plans, risk assessments and mobilisation documentation.
- Support business development and tender submissions from an HSE perspective.
- Ensure compliance with ISO 45001, ISO 14001 and all relevant legislation.
- Build strong relationships with clients, senior stakeholders and operational leadership teams.
- Mentor and develop HSE professionals whilst promoting best practice across the business.
The Regional HSE Manager will have:
- Minimum 15 years of HSE experience within EPC, Construction, Infrastructure, Marine or Oil & Gas projects
- Bachelor's Degree in Engineering, Occupational Health & Safety, Environmental Science or a related discipline
- Experience leading HSE across multiple large-scale projects or regional operations
- Previous experience managing and developing HSE teams
- Strong stakeholder management and communication skills
- NEBOSH Diploma (or equivalent Level 6 qualification)
- ISO 45001 Lead Auditor certification (ISO 14001 advantageous)
- Ability to travel across MENA freely
