Regional HSE Manager
Location: Dubai | Regular travel across MENA region
Salary: $100,000 - $110,000 + Car / Allowance + strong wider benefits packages
We're supporting a leading international contractor in the appointment of a Regional HSE Manager to oversee Health, Safety and Environmental performance across major construction, EPC, infrastructure, marine and oil and gas projects throughout the Middle East and North Africa.
This is a senior leadership opportunity with a clear progression path to HSE Director, offering the chance to influence regional HSE strategy, lead multicultural teams and drive continuous improvement across multiple projects and countries.
The Responsibilities of the Regional HSE Manager:
- Lead HSE performance across multiple major projects throughout the MENA region.
- Provide leadership, coaching and support to Regional and Project HSE teams.
- Drive continuous improvement of HSE strategies, standards and management systems.
- Monitor performance through audits, inspections, KPIs and incident investigations.
- Review project HSE plans, risk assessments and mobilisation documentation.
- Ensure compliance with ISO 45001, ISO 14001 and relevant legislation.
- Build strong relationships with clients, senior stakeholders and operational leadership.
- Support tender submissions, business development and new project mobilisation.
The Regional HSE Manager Will Have:
- Minimum 15 years HSE experience across major EPC, construction, infrastructure, marine or oil and gas projects in the MENA region.
- BSc degree is mandatory, ideally in Mechanical Engineering or Electrical Engineering.
- Proven experience managing HSE across multiple large-scale projects or regional operations.
- Experience leading and developing multicultural HSE teams.
- NEBOSH Diploma (or equivalent Level 6 qualification).
- ISO 45001 Lead Auditor certification (ISO 14001 advantageous).
- Strong leadership, communication and stakeholder management skills.
- Must hold a valid UK, Australian, US or EU member state passport due to regional travel and visa requirements.
