Objectives of this role:
This position aims to conduct regulatory studies and research, analyze existing and potential digital government regulation, evaluate their effectiveness, and assess their alignment with the strategic objectives and directions. The role involves analyzing regulations dependency and the impact of implementing these regulations, particularly from a legal perspective. It also entails evaluating regulations options and presenting suggestions to amend regulations based on conducted assessments, as well as drafting research papers. Additionally, the role requires collaboration with a team composed of internal and external stakeholders. It involves coordinating and cooperating with various key stakeholders to analyze their insights and feedback on planned regulations.
Responsibilities:
- Participating with the regulatory studies team in preparing the Study/ Research Project Charter, under the guidance of the Director of Regulatory Studies Department.
- Collaborating within a team to work on regulatory studies and research according to the annual plan of regulatory studies, by coordinating and cooperating with internal stakeholders (departments and sectors of the DGA) and external entities (research companies, academic institutions, peers, international organizations, etc.).
- Collecting the required information and data for studies and research, regulations and verifying it.
- Monitoring significant developments and trends related to best practices in the field of digital government regulations, and sharing the lessons learned with other teams within the department and relevant sectors.
- Conducting benchmarking and evaluating the current state of regulations, analyzing intersections and regulations dependencies.
- Analyzing the results of surveys from beneficiaries of existing and potential regulations, gathering and analyzing stakeholders opinions and feedback, and presenting survey analysis reports.
- Assessing the legal impact of implementing regulations, coordinating with members of the regulatory studies team to outline available options, analyze option implications, and provide evidence-based recommendations and suggestions based on conducted evaluations.
- Participating in drafting research papers on specific topics according to the annual plan of regulatory studies, considering the necessary conditions and requirements for publishing completed research papers locally and internationally.
Required skills and qualifications:
- Master's degree in public policy and international affairs, legal studies, political science, information technology, digital transformation, business administration, or other related disciplines.
- Must be well versed in conducting studies and research and drafting research papers.
- More than 6 years of experience including in-depth experience in the areas of development, review and improvement of regulations such as policies, standards, controls and regulatory frameworks, and in academic research, international relations.
- Additionally, a satisfactory level and general knowledge of government services and digital government is required.
