Job Description

We are seeking a seasoned Resident Engineer to lead onsite delivery for the Civil/Tracks package within a major rail/metro program. Operating under a PMC scope and embedded alongside the client and contractors, you will oversee construction quality, safety, progress, interfaces, and compliance with contract and regulatory requirements.

The ideal candidate will come originally from a Track / Permanent Way background.

Missions/Main Duties

  • Lead supervision of permanent way works: formation, subgrade/sub-ballast, ballast/ballastless track, sleepers, rail installation, turnouts, welding, stressing, grinding, fastening, drainage, and ancillary track works; coordinate civil interfaces to meet geometry and alignment.
  • Drive HSE leadership on rail work sites
  • Assure quality to IFC, standards, ITPs, and QMS; witness key tests (gauge/geometry, weld NDT, ballast gradation, stressing), approve/reject works, and close NCRs and punch lists.
  • Control interfaces with stations/depot track slabs, structures, utilities crossings, and systems (signaling, OCS/third rail, telecoms, T&C) to ensure safe access, correct sequencing, and handback readiness.
  • Review/approve track submittals: method statements, shop drawings, rail/weld/grinding procedures, turnout layouts, materials, and temporary works with design/client alignment.
  • Administer site-level contract processes (e.g., FIDIC): manage correspondence, engineer's instructions, and change control for track scope and access/design impacts.
  • Validate progress and payments: measure track outputs (m/day, welds, turnouts, tamping cycles), verify quantities, and substantiate interim payment approvals.
  • Support time/cost assessments and claims: provide inputs and time-impact analyses for possession changes, access conflicts, design revisions, and systems interfaces.
  • Maintain as-built documentation: redlines, weld maps, stress/grinding logs, geometry surveys, and handback certificates; support commissioning interfaces and final completion.
  • Lead and mentor inspection teams (track/materials): upskill in welding, stressing, gauging, geometry control, and drive continuous improvement in safety and quality.

Profile/Skills

  • Bachelor's degree in Civil Engineering or related discipline; Master's degree is an advantage.
  • Minimum 10 years of post-graduate experience in construction supervision for rail/metro or major transport/linear infrastructure, with substantial trackwork exposure.
  • Mandatory experience in Saudi Arabia or the GCC, with strong familiarity with regional codes, authorities, and permitting processes.
  • Demonstrated PMC/client-side supervision on large, multi-package programs.
  • Strong knowledge of track systems (ballasted/ballastless), track geometry and tolerances, welding (aluminothermic/flash-butt), stressing, and handback criteria, plus associated civil works.
  • Proven track record in HSE leadership, quality assurance, interface management, and schedule-driven delivery.
  • Experience with FIDIC-based contracts and claims/change procedures.
  • Knowledge of systems integration and construction-to-commissioning interfaces.
  • Professional registration or certifications (PE/CEng, PMP, or equivalent) preferred.
  • Familiarity with relevant standards (AREMA, EN, BS, local authority standards) and testing/acceptance criteria.
  • Working knowledge of planning and reporting tools (Primavera P6 look-aheads, Power BI/Excel), and common data environments (Aconex/Asite).
  • Decisive site leadership with excellent communication and stakeholder management.
  • Rigorous attention to safety, quality, and compliance.
  • Strong problem-solving, risk identification, and mitigation skills under schedule pressure.
  • Clear, structured reporting and documentation discipline.
