Position Overview:
The Resident Engineer (RE) shall be fully responsible for the supervision, administration, coordination, and contract management of all roads and infrastructure works, including wet and dry utilities. The RE shall ensure that the Works are executed in strict accordance with the Contract Documents, approved drawings, specifications, authority requirements, and applicable standards, while safeguarding the Employer's contractual, technical, financial, and time-related interests. The role requires strong technical leadership combined with robust contract administration capability.

What You'll Be Doing

Project Leadership & Site Management:

  • Act as the primary on-site representative.
  • Lead and manage the site supervision team including discipline engineers, inspectors, and support staff. Act as the primary onsite representative
  • Enforce implementation of the Project Execution Plan.
  • Oversee day-to-day construction activities for roads, utilities, and associated civil works.
  • Ensure proper coordination between wet utilities, dry utilities, roads, structures, and traffic diversions.
  • Monitor contractor's resources, construction sequence, and methodology to ensure alignment with approved programme.
  • Identify risks to progress and implement proactive mitigation measures. Act as the primary onsite representative

Contract Administration & Commercial Management


  • Administer the Contract in accordance with the applicable Conditions of Contract.
  • Review and respond to contractor's notices, claims, and submissions within contractual timelines.
  • Assess and recommend Engineer's determinations relating to:
  • Variations.
  • Extensions of Time (EOT).
  • Prolongation costs.
  • Disruption claims.
  • Review interim payment applications and certify payment in accordance with actual progress and contractual entitlement.
  • Maintain comprehensive records to protect the Engineer and Employer's contractual position.
  • Issue Site Instructions, NCRs, Notices to Correct, and other contractual correspondence where required.
  • Monitor contractor compliance with programme obligations and mitigation requirements.

Supervise Construction Of


Technical Oversight Roads & Utilities:

  • Roadworks (subgrade, subbase, asphalt, interlocks, kerbs).
  • Stormwater drainage systems.
  • Sewerage and rising mains.
  • Potable water and firefighting networks.
  • Irrigation networks.
  • Electrical & street lighting systems.
  • ICT/telecom infrastructure.
  • Gas and district cooling (where applicable).
  • Ensure compliance with approved shop drawings, method statements, and ITPs.
  • Verify road profiles, pavement designs, and utility clearances.
  • Oversee testing and commissioning activities and ensure full documentation prior to handover.

Quality Assurance & Compliance


  • Enforce implementation of the Project Quality Plan.
  • Review and approve technical submittals including materials, shop drawings, and technical proposals.
  • Conduct regular inspections and audits.
  • Raise and close NCRs and follow up corrective actions.
  • Verify completeness and accuracy of:
  • As-built drawings.
  • O&M manuals.
  • Testing & commissioning reports.
  • Ensure compliance with Authorities requirements.

Programme & Progress Monitoring


  • Review and monitor baseline and updated programs.
  • Ensure logical sequencing of roads and utility works.
  • Assess, in coordination with the Planning Manager/Engineer, delays, concurrency, and mitigation measures.
  • Provide technical input for delay analysis assessments.
  • Prepare weekly and monthly progress reports highlighting:
  • Risks.
  • Delays.
  • Mitigation strategies.
  • Contractor performance issues.

Health, Safety & Environmental (HSE) Oversight


  • Enforce strict adherence to the approved HSE Plan.
  • Monitor high-risk activities including:
  • Deep excavations.
  • Utility crossings.
  • Confined spaces.
  • Traffic diversions.
  • Participate in HSE audits and incident investigations.
  • Ensure contractor maintains safe working environment in compliance with local regulations.

Stakeholder & Authority Coordination


  • Liaise with Client, PMC, authorities, and service providers.
  • Coordinate inspections, tie-ins, and final authority approvals.
  • Chair or participate in progress and technical meetings.
  • Ensure timely submission of documentation to authorities for NOCs and permits.
  • Handover & Close-Out
  • Oversee completion, testing, commissioning, and taking-over procedures.
  • Ensure Defects Notification obligations are tracked and enforced.
  • Manage snagging, de-snagging, and final acceptance processes.
  • Ensure complete documentation package prior to project close-out.

What Required Skills You'll Bring


  • Bachelor's degree in civil engineering (master's preferred).
  • Minimum 15 years of relevant experience in roads and infrastructure projects, with minimum 5 years in Resident Engineer role or senior site supervision role on major infrastructure projects.
  • working knowledge of FIDIC (Red Book preferred) or applicable conditions of Contract followed of Dubai Emirates.
  • Proven experience in UAE infrastructure projects and authority coordination.
  • Demonstrated experience in contract administration, EOT evaluation, and variation assessment.
  • Strong leadership and team management skills.
  • Excellent report writing and contractual correspondence drafting ability.
  • Fluent in English and Arabic.
