Position Overview
The position supports the Safety Compliance & Assurance Manager at Etihad Rail Freight in the implementation, monitoring, and continual improvement of the Safety Management System (SMS). The role ensures operational activities comply with applicable regulatory requirements, internal standards, and the approved Operations Safety Case. It provides assurance that safety risks are effectively identified, assessed, and controlled across freight terminal and rail operations through audits, inspections, performance monitoring, and compliance verification activities.
The role also supports incident investigation processes, promotes a positive safety culture, and contributes to the development of safety procedures, risk assessments, and assurance programs to enhance operational resilience and regulatory alignment.
The role contributes to the development, testing, and continual improvement of emergencies, crisis management, and business continuity arrangements to ensure operational resilience.
Roles and Responsibility
- Assist the SCAM in the development and implementation of rail safety management systems in accordance with local and international railway standards, focusing on compliance with the operations safety case.
- Under the guidance of the SCAM, conduct regular Compliance Audits, Inspections and risk assessments to identify potential hazards and ensure compliance with railway safety regulations and the operations safety case.
- Provide Assurance to SCAM that the investigation of safety incidents, near misses, and accidents, have accurately identified root causes and preventive measures have been appropriately allocated.
- Collaborate with various departments to integrate safety measures into all aspects of rail operations, including Operation and maintenance, and train services.
- Participate in the development and delivery of safety training programs and initiatives to promote a strong safety culture within the organization, in line with the operations safety case.
- Stay current on industry best practices, regulations, and standards related to railway safety, and assist in updating Etihad Rail Freight s safety procedures accordingly.
- Liaise with internal stakeholders to ensure compliance with local laws, regulations, and the operations safety case.
- Perform periodic reviews for local and international changes and developments in HSEQ legislation, standards, technological specifications, research or lessons learned. Advise the organisation and update the HSEQ management system as required.
- Contribute HSEQ legislation and other requirements to the legal and other requirements register.
- Maintain accurate and up-to-date records of safety inspections, audits, incident investigations, Safety Management Information System (SMIS), hazards registers etc .
- Compile periodic HSEQ performance reports as per reporting requirements.
- Contribute to the development and where relevant, implementation of the annual HSEQ plan and annual HSEQ report in accordance with mandated requirements and timescales.
- Support in planning and Conducting Emergency Exercises with respective Etihad Rail Freight Stakeholders
- Support in conducting Business Impact Analysis and develop Business Continuity Plans for various departments in Etihad Rail Fright.
- Any other duties as assigned by Line Manager as required.
Desirable qualifications, skills and experience
Academic Qualifications:
- High School/A- level or above.
Professional Qualifications:
- Certification in Health and Safety, Risk Management, investigation techniques and root cause analysis
- ISO9001, ISO 45001, ISO14001, ISO 50001 or ISO 22301 internal or Lead auditor certifications is desirable
- Full UAE Driving License is essential
Experience:
- 5+ years in HSEQ roles, preferably rail
- Experience in conducting Compliance Audits, Assurance Checks and Inspections
- Possession of previous international experience in a high hazard industry
- Knowledge of local and international safety regulations and standards
- Experience in writing reports, processes and procedures
- Experience in rail operations / rail maintenance is an added advantage.
Other Skills:
- Excellent communication skills are necessary in all forms with a proven ability to speak publicly and present in a professional manner.
- Excellent English language skill both written and verbal. Knowledge of Arabic is an added advantage.
- Able to manage cultural diversity in the workplace and recognise the sensitivities between different cultures.
