PROJECT SAFETY OFFICER

Qualifications

  • Higher National Degree (HND) or University Degree (preferably in an Engineering discipline), or an accredited HSE professional certificate.
  • Associate membership of a recognized safety institution is desirable.
  • Must hold and maintain a valid HSE Management System Lead Auditor certification.
  • Valid MoECC issued Radiation Protection Officer (RPO) License.

Experience

  • Minimum 10 years of experience in Occupational Health and Safety within the Oil, Gas & Petrochemical industry, including at least 10 years performing radiation protection duties and a minimum of 5 years working on construction projects (greenfield and brownfield).
  • Experience providing oversight for industrial radiography and/or well logging, including licensing/regulatory interface, sealed source custody, security, and transport.
  • Proficient in dosimetry administration (TLD/OSLD, extremity, lens of eye), radiation/NORM surveys, and area classification.
  • Working knowledge of IAEA GSR Part 3, IAEA SSG11, and relevant regulatory frameworks.
  • Thorough understanding of safe work practices and international standards (e.g., ISO 45001:2018).
  • Familiar with Environmental Management System standards.
  • Trained in incident investigation software such as TapRoot, SafetyCulture, EasyRCA, Tripod Beta, etc.
  • Competent user of MS Word, Excel, Access, PowerPoint, and related software.
  • Experience working in the GCC is desirable.

Primary Duties & Responsibilities

  • Develop, maintain, and oversee the Radiation Protection Programme throughout the project lifecycle, ensuring alignment with applicable national regulations and international standards (e.g., IAEA GSR Part 3).
  • Liaise with internal stakeholders and regulatory bodies as required; lead licensing and permit applications/renewals; maintain controlled source inventory and movement logs.
  • Prequalify contractors by verifying company and personnel licenses, Radiation Safety Officer (RSO)/Radiation Protection Officer (RPO) authorizations, and required training prior to mobilization; maintain evidence in the project radiation protection dossier.
  • Plan and control industrial radiography and well logging activities, including integration with PermittoWork systems, defining area classifications, exclusion zones, barricading, and public dose protection.
  • Ensure secure custody of radioactive sources, maintain chain of custody records, leak test documentation, storage/transport compliance, and authority over source movement approvals, including stopwork intervention.
  • Conduct site visits, audits, inspections, and verifications of radiationrelated work activities; issue findings, track corrective/preventive actions to closure, and enforce stopwork where necessary.
  • Review and endorse HSE Plans, Method Statements, Risk Assessments, and JSAs; ensure radiation protection requirements (e.g., shielding, interlocks, controlled areas, secure storage) are embedded into design and execution.
  • Assess occupational and public radiation risks; establish engineering, administrative, and PPE controls; define reference levels and ALARA targets.
  • Administer dosimetry programmes (TLD/OSLD, extremity dosimetry, lens of eye monitoring); manage badge cycles, laboratory processing, exposure investigations, and regulatory notifications when required.
  • Maintain and manage radiation instrumentation (dose rate meters, contamination monitors, alarming ratemeters, gamma spectrometry as needed); ensure valid calibration certificates and perform prejob checks.
  • Perform radiation and NORM surveys, contamination monitoring, and area classification; establish appropriate signage and access control measures.
  • Manage NORM handling, storage, clearance levels, transport, and radioactive waste documentation; coordinate disposal routes with approved service providers.
  • Maintain and lead radiological emergency preparedness arrangements, including drills, notifications, protective actions, and termination criteria; integrate with site emergency response plans.
  • Lead radiationrelated incident and nearmiss investigations for project and contractor activities; ensure timely reporting, lessons learned, and implementation of corrective/preventive actions.
  • Deliver radiation protection awareness and rolebased training; maintain competence records and report relevant KPIs (e.g., dosimetry enrollment, instrument calibration, license renewals, audit closeouts, compliance performance).
  • Provide strategic leadership in radiation protection to ensure projects are planned and executed with risks managed to ALARA and full compliance with applicable legislation and organizational standards.
  • Serve as the single point of accountability for radiation governance on projectsdefining expectations, integrating requirements into project phases and contracts, and ensuring regulatory readiness.
  • Interface with internal departments to ensure alignment with legal requirements, standards, and procedures, and to support smooth handover to operations.
  • Provide independent assurance to management on radiationrelated risks, compliance status, and readiness for potential radiological events; support validation of safe work practices and followup on findings.
  • Maintain a high level of English proficiency with excellent written and verbal communication capabilities.
  • Apply strong analytical, data interpretation, and reporting skills, including preparation of technical specifications and regulatory reports.
  • Conduct field inspections, risk assessments, and prepare or review technical proposals.
  • Utilize radiation detection instruments and equipment for field surveys and contamination monitoring.
