Key Responsibilities:
Compliance & Site Monitoring
- Ensure daily monitoring of site activities to verify compliance with ADNOC and project-specific HSE rules and procedures.
- Conduct site safety audits, inspections, and hazard identification walkthroughs.
- Ensure proper implementation of Permit-to-Work (PTW) systems and job safety analysis (JSA).
Safety Programs & Control Measures
- Support the implementation of HSE plans, risk assessments, and task-specific safety controls.
- Verify use and condition of PPE, barricades, lifting safety, hot works, confined space entry, and working-at-height compliance.
- Ensure emergency response plans and equipment are in place and functional.
Training & Awareness
- Conduct Toolbox Talks (TBT), HSE inductions, and task-specific safety briefings.
- Promote behavioral safety programs and assist in leading HSE campaigns (LOTO, Fire Safety, Chemical Safety, etc.)
Incident & Reporting
- Participate in incident investigation, reporting, and root cause analysis (RCA).
- Maintain accurate HSE records such as near misses, unsafe acts, incident logs, and inspection reports.
- Submit daily and weekly HSE reports in line with ADNOC and Technip requirements.
Coordination & Communication
- Liaise with construction supervisors, subcontractors, and project HSE teams to enforce safety compliance.
- Support stop-work authority enforcement and encourage workforce engagement in safety practices.
- Participate in HSE meetings, drills, and management walkdowns.
Required Competencies:
- Strong knowledge of ADNOC Safety standards and UAE regulatory safety requirements.
- Practical understanding of construction hazards associated with Mechanical, Civil, E&I, Lifting, Scaffolding, and Hot Works activities.
- Excellent observational, reporting, and communication skills.
Minimum Qualifications:
- Diploma or Degree in Engineering, Science, or related discipline (preferred).
- Mandatory Certifications:
- NEBOSH IGC (required)
- OSHA / IOSH or equivalent safety certification
- ADNOC HSE approval or experience with ADNOC projects is an advantage.
Experience Requirements:
- Minimum 510 years of experience as Safety / HSE Officer in Oil & Gas EPC or Construction projects.
- Experience working on large-scale LNG, Refinery, Petrochemical, or ADNOC site projects preferred.
- Experience with multinational workforces and Tier-1 EPC contractors is highly desirable.
