Job Summary
The Junior HSE Officer is a field-facing role responsible for the day-to-day implementation and enforcement of Health, Safety, and Environment (HSE) requirements across company project sites. Serving as the primary on-site QHSE representative, the successful candidate will ensure strict compliance with company procedures, client requirements, and applicable UAE regulations.
Mandatory Requirements
- Certification: NEBOSH International General Certificate (IGC).
- Experience: Minimum 4 year of hands-on field HSE experience.
- Languages: Fluent in written and spoken English.
- Writing: Strong technical writing skills for reports.
- Software: Proficient in MS Office Suite.
Key Responsibilities
Site Inspection & Enforcement
- Conduct daily site safety inspections.
- Document findings using standardized checklists.
- Enforce proper PPE usage among personnel.
- Enforce safety compliance for subcontractors.
- Issue Safety Observation Reports.
- Issue Violation Notices and NCRs.
Risk Management & Compliance
- Verify Permit to Work compliance.
- Check PTW before high-risk tasks.
- Confirm PTW validity for hot work.
- Verify worker competency certificates before mobilization.
- Review Working at Height certificates.
- Review scaffold and first aid certificates.
Documentation & Reporting
- Maintain site HSE Equipment Register.
- Track equipment inspection and expiries.
- Investigate incidents and near-miss occurrences.
- Prepare incident reports within required timelines.
- Compile weekly HSE performance reports.
- Compile monthly HSE performance reports.
Training & Audit Support
- Conduct mandatory site HSE inductions.
- Lead daily toolbox talks for workers.
- Support internal and external ISO audits.
- Assist with client HSE audits.
- Facilitate local regulatory inspections.
Qualifications
- Education: Diploma or Bachelor's degree.
- Field: HSE, Engineering, or related fields.
- Certification: NEBOSH IGC.
