We are currently seeking a Railway Safety & Regulations Manager.

Responsibilities:

  • Serve as client's lead subject matter expert for railway safety certification, regulation, and compliance, aligned with international best practices and the requirements of a state-of-the-art driverless metro system
  • Oversee and critically review O&M Contractors Safety Management Systems, Operating Safety Cases, and all related safety documentation, ensuring rigorous compliance with contract requirements and TGA regulations
  • Manage the preparation, assessment, and submission of safety documentation, certifications, and regulatory filings on behalf of the PMS Consultant and the client
  • Drive the development, drafting, and periodic review of local metro by-laws and operational regulations, including but not limited to: railway protection, trespass prevention, unsafe acts, fare evasion, vandalism, theft, and other standards typical for large, multi-operator metro systems
  • Submit all draft laws and regulations for client approval; advise on implementation across con-tractors and stakeholders
  • Coordinate and align all contractor safety procedures, ensuring consistent application of safety cases and regulatory requirements throughout the metro network
  • Monitor and support KPI and performance regimes related to safety, security, and regulatory adherence; report independently to client's management
  • Interface with O&M Contractors, the client regulatory authorities, and other consultants to re-solve safety and regulatory issues, foster best practice sharing, and manage cross-system coordination
  • Stay abreast of international advancements, new standards, and regulatory trends pertinent to automated and urban rail environments, ensuring Riyadh Metro remains a global benchmark

Qualifications:

  • Bachelor's degree in engineering, safety management, railway operations, or a related discipline
  • Minimum of 10 years senior technical and managerial experience within the urban or mainline railway industry, preferably including driverless/automated metro systems
  • Demonstrable expertise and formal qualifications in railway safety management, safety certification, and regulatory compliance
  • Proven history of reviewing, implementing, and enhancing Safety Management Systems and Operating Safety Cases as part of complex O&M contracts
  • Experience in drafting and managing local transport laws, by-laws, and regulations for metro or rail networks
  • Familiarity with the oversight of multi-contractor, multi-stakeholder environments and the inter-face between client, authority, and operator organizations
  • Deep understanding of KPI and performance monitoring as applied to safety and regulatory compliance in large transportation systems
  • Strong interpersonal and communication skills, with the ability to provide expert advice and leadership to contractors, consultants, and public regulatory bodies
  • Substantial experience in maintenance management within the railway or large transportation sector, with a proven track record in managing teams and contractors
  • Strong understanding of asset management principles, including asset lifecycle planning and reliability engineering
  • Demonstrated ability to perform and assess technical inspections, audits, and contractor performance evaluations
  • International work experience, particularly in Middle East/GCC large-scale metro or rail projects would be a plus
  • Knowledge of the Kingdom's Vision 2030 public transport goals and regional regulatory frame-works is desirable
  • Excellent command of English language (reading, writing, listening and speaking). Working knowledge of Arabic language would be a plus
