We are currently looking for a Sector Enablement Advisor to support a key initiative within the Department of Culture and Tourism – Abu Dhabi (DCT Abu Dhabi) on a 12-month freelance contract.
DCT Abu Dhabi is the government entity responsible for driving the sustainable growth of Abu Dhabi's culture and tourism sectors, playing a central role in positioning the emirate as a global hub for culture, creativity, and tourism.
This role sits within a high-impact program focused on enabling sector growth through talent development, community engagement, and ecosystem activation, supporting long-term capability building and industry expansion.
Key Responsibilities
Function Setup & Incubation
- Define the function's strategy, mandate, vision, and KPIs aligned with the wider sector strategy
- Design the operating model across verticals (organization structure, governance, processes, tools, ways of working)
- Translate strategy into actionable plans, initiatives, and workstreams
- Support recruitment and onboarding of key team members
- Lead the implementation and setup of the function, ensuring alignment with target operating model
Talent Development
- Define and implement talent attraction and development strategies
- Design and launch upskilling and training programs
- Build partnerships with universities, academies, and training providers
- Establish talent pipeline metrics, reporting frameworks, and tracking mechanisms
Community & Ecosystem Development
- Develop content and communications strategies to engage and grow the community
- Design models for B2B events, community platforms, and digital engagement
- Support partnerships and initiatives to enhance ecosystem visibility and participation
eSports Strategy & Development
- Develop the eSports strategy and roadmap
- Define operating models for events, facilities, and team/program structures
- Support strategic partnerships with industry players, organizations, and federations
Requirements
- 8–15 years of experience in top-tier management consulting (e.g., McKinsey, BCG, Bain, Strategy&, Kearney, Oliver Wyman, Roland Berger, ADL)
- Demonstrated career progression (minimum 1–2 promotions) within the same firm
- Experience operating at Senior Manager / Director level or equivalent

Experience & Exposure
- Experience in talent development strategy, particularly in public sector contexts
- Exposure to events strategy, community engagement, or ecosystem building
- Familiarity with eSports or digital/creative ecosystems is an advantage
- Strong GCC experience in the public sector preferred
- Understanding of emerging technologies and AI is strongly preferred
