Job Description

Purpose of Job

The job holder is responsible for approving strategic objectives, procedures, and security support strategies, overseeing the K-9 and Security Equipment Management operations, ensuring high standards, and maintaining connections with key internal and external stakeholders such as Saudi law enforcement authorities and National Canine Centres in KSA to ensure effective, fast, and reliable operations.

Job Responsibilities

Strategy and Planning

  • Contribute to the design and implementation of Security Support strategic plan, objectives, and goals ensuring alignment with ZATCA strategy
  • Set Security Support operational plans and direct implementation securing achievement of identified objectives
  • Develop Security Support performance objectives and indicators and continuously monitor progress towards realization of objectives

Budget Management

  • Participate in Security Support budgeting cycle and provide input to the budgeting process
  • Ensure effective utilization of Security Support budget and report accurately on progress made and challenges encountered
  • Investigate and propose implementing initiatives that result in positive financial impact for Security Support and mitigate financial and operational risks

Capacity Assessment (Equipment and K-9)

  • Provide needed tools to ensure proper assessment of operational mechanisms of security equipment and systems
  • Ensure continuous monitoring and assessment of systems and devices conditions and technical specification brochures to detect and resolve gaps efficiently
  • Review and approve developed operating manuals to ensure proper and unified handling of cases
  • Assess performance and gaps reports and ensure all needs are integrated in planning process

Capacity Planning

  • Develop and communicate guidelines to assess and manage equipment and K-9 employees transfer requests to ensure all departments needs are properly handled
  • Keep abreast of latest National Centre for canines guidelines and oversee development of K-9 units plans accordingly and in line with ports needs
  • Provide experts advice regarding allocation of trainees to units based on teams gaps and ensure fair rotations plans and assignments between ports
  • Provide needed support to ensure availability and readiness of all security systems and devices
  • Coordinate with relevant stakeholders to ensure proper development of communication protocols and procedures facilitating interaction with units involved in inspection process

Engagement and Logistics Support

  • Review and assess inspectors performance reports and ensure provision of needed trainings and enablers in line with best practices
  • Validate consolidated canines training needs and ensure all requests are being periodically forwarded to National Centre for canines to tackle all gaps
  • Oversee medical follow-ups (medical treatments and vaccinations) to ensure ports employees safety and hygiene
  • Coordinate with Saudi law enforcement agencies to ensure provision of help when needed and to share delicate cases where ports resources are not enough for investigations proper completion
  • Organize and oversee periodical drug abuse detection tests for all Security Affairs employees to ensure ZATCAs safety
  • Approve and follow up on the development of drug prevention programs to raise awareness of potential harm and to prevent drug abuse cases
  • Review performance and progress reports and validate corrective and improvement plans to ensure all needs are covered
  • Follow up on the implementation of security procedures and guidelines in the ports and ensure compliance of all security units

Job Details

Communication and Contacs

Education

  • Bachelors degree in Business Administration, or equivalent is required
  • Masters degree in Business Administration, or equivalent is preferred

Experience

An optimal of 10 years of relevant experience, with a preferred 5 years of experience in managerial level
