Role Purpose

We are looking for a Senior Business Analyst to play a pivotal role in shaping and delivering healthcare technology and analytics initiatives across the UAE. This position goes beyond classical business analysis: the successful candidate will operate as a trusted advisor to business and clinical leadership, and as a core member of the Data Intelligence & Value Creation function, converting complex healthcare data into tangible operational and commercial outcomes.

You will work closely with clinical operations, finance, commercial teams and technical delivery squads (data engineering, BI, product and software) to identify opportunities where data insights can drive measurable value including measurement and evaluation, program management, performance improvement, cost reduction, deep dive into patient journey enhancement and the creation of new solution offerings that generate revenue and market differentiation.

Key Outcomes Expected

Within the first 612 months, the Senior Business Analyst is expected to:

  • Establish a strong understanding of healthcare workflows and available datasets (clinical, operational, financial).
  • Define and standardize KPI frameworks and reporting structures aligned with leadership priorities.
  • Translate insight areas into initiatives with clear business cases and benefits realization metrics.
  • Create repeatable mechanisms to identify insight-driven leads opportunities for new products, upsell/cross-sell, partnerships, or service offerings.
  • Strengthen the bridge between stakeholders and data/tech teams by improving requirements quality, reducing rework, and accelerating delivery cycles.

Core Responsibilities

1) Business Analysis Leadership (End-to-End)

  • Lead discovery and analysis efforts across healthcare IT and analytics programs, from initial problem definition through delivery and benefits tracking.
  • Facilitate structured stakeholder workshops (clinical, operational, executive) to surface pain points, value opportunities, and adoption risks.
  • Produce high-quality documentation and artifacts such as:
  • BRDs / FRDs / PRDs (as applicable)
  • Epics and user stories with acceptance criteria
  • Process maps (AS-IS / TO-BE) using BPMN/UML
  • Data requirement specifications, reporting definitions, and KPI dictionaries
  • Gap analysis, dependency mapping, and impact assessments
  • Act as a quality gatekeeper for requirements: ensuring clarity, testability, traceability, and alignment to business objectives.

2) Data & Insights-to-Value (Data Team Embedded Role)

  • Operate as a business-facing member of the data team, translating stakeholder questions into analytical hypotheses and measurable metrics.
  • Work with BI/data engineering teams to define data pipelines, semantic layers, dashboards, and self-service reporting structures.
  • Identify Population Health Management driven value creation opportunities, as the Hyper-personalized patient program such as reducing avoidable utilization, optimizing care pathways, and improving outcomes that enhance payer/provider performance targets.
  • Convert the program findings into repeatable solution offerings (e.g., Diabetes Performance Command Center, Readmission Reduction Analytics Pack, Care Gaps Automation Module).
  • Analyze trends across healthcare datasets (examples below) to identify meaningful improvement or monetization opportunities:
  • Patient flow and wait-time bottlenecks
  • Utilization and capacity planning (beds, clinics, OT, staff)
  • Revenue cycle leakage (denials, billing delays, coding patterns)
  • Readmission and high-risk cohort patterns (population health)
  • Appointment no-shows and scheduling efficiency
  • Medication, lab, imaging turnaround times (where applicable)
  • Convert insights into actionable recommendations with clear benefit statements:
  • Efficiency gains, cost reduction, risk reduction, experience improvement, revenue enhancement.
  • Drive value realization discipline by defining baseline metrics, target states, and measurement methods for initiatives.

3) Commercial Enablement & Lead Generation from Insights

  • Partner with commercial/strategy leadership to translate analytics findings into lead opportunities new engagements, upsell opportunities, and solution propositions.
  • Identify patterns that can be packaged into repeatable offerings (e.g., operational performance analytics, revenue cycle dashboards, compliance reporting packs).
  • Support go-to-market activities by producing:
  • Insight narratives and value propositions
  • Pitch-ready KPI packs and case study outlines
  • Requirements and scope definitions for new offerings
  • Opportunity assessment / feasibility studies for potential clients
  • Act as a conduit between client needs and internal product/solution roadmap, ensuring insight-driven initiatives become scalable assets rather than one-off deliverables.

4) Healthcare Domain Alignment & Regulatory Considerations (within UAE)

  • Ensure requirements and solutions align with UAE healthcare environment and regulatory needs (as applicable to the engagement):
  • DHA, DOH (Abu Dhabi), MOHAP frameworks
  • Interoperability initiatives (e.g., NABIDH / Malaffi)
  • Standards such as HL7 / FHIR and structured coding approaches (ICD-10, CPT where relevant)
  • Embed governance principles into analytics work: data quality, lineage, access controls, auditability, and privacy-by-design.

5) Delivery Enablement (Agile / Hybrid)

  • Work with product owners, scrum masters, and project managers to ensure a steady flow of refined, prioritized work items.
  • Lead UAT planning and execution, including test scenario definition, defect triage, and stakeholder sign-offs.
  • Ensure that delivered solutions meet business intent and are adopted through clear training/support documentation and change readiness planning.

Required Experience & Qualifications

  • Bachelor's degree in Information Systems, Business, Healthcare Informatics, Data/Analytics, or related field.
  • 710+ years in business analysis roles, with significant experience owning complex initiatives end-to-end.
  • 45+ years in healthcare IT and/or healthcare analytics (provider, payer, or healthtech).
  • Demonstrated experience working closely with data teams to define reporting, KPI models, and insight-driven initiatives.
  • Strong requirements engineering skills; able to translate ambiguity into structured scope and actionable deliverables.
  • Hands-on familiarity with BI/analytics concepts (data models, KPIs, dashboards); exposure to tools such as Power BI/Tableau is highly beneficial.
  • Strong communication skills able to present insights and recommendations credibly to C-level and clinical stakeholders.

Preferred (Strong Advantage)

  • CBAP / PMI-PBA / Agile certification (CSM / SAFe)
  • Exposure to HL7/FHIR or interoperability programs
  • Experience with EMR/EHR ecosystems (e.g., Cerner, Epic, InterSystems, Oracle Health, etc.)
  • Familiarity with data governance practices and healthcare privacy/cybersecurity concepts
  • Experience building business cases and benefits realization frameworks

UAT sign-off packs and adoption documentation, we should include the Measurement and evaluation, deep dive, program management, etc., as this will be a big part of the role
