We are seeking a highly experienced and commercially driven Senior Business Development to lead strategic growth initiatives, manage investment opportunities, and drive PPP (Public-Private Partnership) projects across smart cities, mobility, transportation, and logistics sectors. The ideal candidate will have strong expertise in bidding & tendering, financial modeling, feasibility studies, and stakeholder management within semi-government or large-scale organizations.
The role requires a strategic thinker with excellent relationship management skills who can build partnerships with government entities, investors, and private sector stakeholders while identifying and securing new business opportunities aligned with organizational objectives.
Key Responsibilities
Business Development & Strategic Growth
- Identify and pursue new business opportunities, strategic partnerships, and investment initiatives within targeted sectors.
- Develop and execute business development strategies aligned with organizational growth objectives.
- Conduct market analysis, competitor benchmarking, and industry research to support expansion plans.
PPP, Bidding & Tendering Management
- Lead end-to-end PPP projects, bidding activities, and tender management processes.
- Analyze RFPs/RFQs and coordinate proposal development to ensure competitive and compliant submissions.
- Collaborate with cross-functional teams to prepare commercial, technical, and financial proposals.
Investment & Financial Analysis
- Develop detailed financial models, business cases, and feasibility studies for investment opportunities and strategic initiatives.
- Evaluate project profitability, ROI, risk exposure, and long-term financial sustainability.
- Support investment decision-making through data-driven financial and commercial analysis.
Stakeholder & Account Management
- Build and maintain strong relationships with government entities, investors, strategic partners, and key clients.
- Manage key accounts and oversee partnership development activities.
- Represent the organization in meetings, negotiations, conferences, and industry events.
Proposal Development & Commercial Excellence
- Lead proposal preparation, pricing strategies, and commercial negotiations.
- Ensure all proposals align with organizational objectives, governance standards, and client requirements.
- Drive continuous improvement in proposal quality and business win rates.
Qualifications & Requirements
Education
- Bachelor's degree in Industrial Engineering or related field.
- MBA or Master's degree is preferred.
Experience
- 8+ years of experience in Business Development, Investment, PPP Projects, or Strategic Partnerships.
- Previous experience within Semi-Government, Smart Cities, Mobility, Transportation, or Logistics sectors is highly preferred.
- Proven experience in bidding, tendering, and investment-related projects.
Certifications
- PMP Certification is preferred.
- CMA Certification is preferred.
- CIPM Certification is a plus.
