Job Description

Position Objectives

Establish and implement the Infrastructure Quality Assurance Framework, ensuring the quality, compliance, and performance of the Infrastructure Asset Development & Delivery lifecycle by monitoring adherence to approved standards, policies, and procedures; measuring operational performance through KPIs and executive dashboards; and driving continuous improvement initiatives that enhance operational excellence, process maturity, and business outcomes.

Job Description & Responsibilities:

  • Establish and implement an Infra Quality Assurance framework to assess the sector effectiveness, consistency, and compliance across the entire asset development and delivery lifecycle.
  • Monitor the quality and compliance of Infrastructure Asset Development & Delivery project cycle to ensure adherence to approved policies, standards, procedures, and governance requirements.
  • Develop, maintain, and automate executive dashboards to monitor process performance, quality, compliance, KPIs, SLAs, risks, and improvement initiatives.
  • Define and monitor quality KPIs and process performance metrics to measure operational efficiency, process maturity, customer satisfaction, and service delivery excellence.
  • Conduct regular infra sector quality reviews and compliance assessments to identify process deviations, control weaknesses, non-conformities, and improvement opportunities.
  • Perform trend analysis and root cause analysis on quality issues, process failures, recurring defects, and compliance gaps, and recommend corrective and preventive actions.
  • Monitor adherence to key Infrastructure delivery milestones, including Scope of Work, Work Orders, MOP, As-Built, PAT, Handover, Asset Capitalization, and Asset Registration, ensuring compliance with defined quality standards.
  • Participate in process governance and quality review meetings, presenting KPI dashboards, compliance status, quality trends, risks, and recommendations to management.
  • Coordinate internal quality assessments, audits, and governance reviews, ensuring timely closure of audit findings and implementation of corrective actions.
  • Support the implementation of the EFQM Excellence Model by monitoring business excellence indicators, conducting maturity assessments, and tracking organizational improvement initiatives.
  • Collaborate with Process Owners and Infrastructure stakeholders to improve process quality, strengthen governance, and drive operational excellence across Infrastructure functions.
  • Ensure process documentation, standards, procedures, and controls remain current and accurately reflect operational practices and governance requirements.
  • Identify opportunities for continuous improvement by leveraging operational data, quality metrics, benchmarking, and industry best practices to enhance efficiency and customer value.
  • Prepare executive reports and management presentations summarizing process quality, compliance, performance trends, risks, and strategic recommendations.
  • Promote a culture of quality, governance, compliance, and continuous improvement by providing guidance, coaching, and awareness sessions across Infrastructure teams.

Qualifications & Experience:

  • Master or Bachelor's degree in Engineering or Telecommunication.
  • Minimum 10 years telecommunication industry experience with at least 5 years on management position(s) leading large scale projects.
  • Demonstrated experience in Telco Sector Asset Development & Delivery, Network Deployment is highly desirable.
  • Proven experience in developing KPI frameworks, executive dashboards, and performance reporting.
  • Valid Project Management Certification (e.g. PMP / Prince 2), with extensive knowledge of PM methodologies and professional experience in program/projects management and delivery
  • Essential skills : Team work, Communication skills, knowledge transfer capability, Cross-functional communications skills and Team building experience
  • Good knowledge of executive management reporting, presentations and dashboards concepts with good analytical skills.
  • High level presentation skills, and excellent written and verbal English communications skills, Arabic would be an added advantage.
