The Project
The Senior Commissioning Manager will lead the planning, coordination, execution and handover of commissioning activities across a complex, integrated infrastructure programme. The role is responsible for ensuring that all MEPH, ICT, controls and utility systems are tested, commissioned, integrated and handed over safely and in accordance with project requirements.
The role will provide strategic commissioning leadership across multiple contractors, consultants, operators and stakeholders, ensuring a structured transition from construction completion through testing, commissioning, operational readiness and final handover.

The Senior Commissioning Manager will lead the planning, coordination, execution and handover of commissioning activities across a complex, integrated infrastructure programme. The role is responsible for ensuring that all MEPH, ICT, controls and utility systems are tested, commissioned, integrated and handed over safely and in accordance with project requirements.
The role will provide strategic commissioning leadership across multiple contractors, consultants, operators and stakeholders, ensuring a structured transition from construction completion through testing, commissioning, operational readiness and final handover.
Key Accountabilities
- Lead the development and implementation of the overall commissioning strategy and delivery plan.
- Direct all commissioning activities across MEPH, ICT, ELV, utility and infrastructure systems including PMS, SCADA, BMS, CCMS, EMS, ELV and integrated building technology systems
- Understanding of system architecture and operational requirement for a Master System Integration of all MEPH, ICT, ELV, FLS, Security and AV systems
- Manage integrated systems testing and end-to-end commissioning of interconnected assets.
- Coordinate commissioning activities between contractors, stakeholders, operators and authorities.
- Oversee the review and approval of commissioning procedures, test scripts and handover documentation.
- Monitor commissioning readiness across design, procurement, construction and operations interfaces.
- Ensure compliance with health, safety, quality and environmental requirements.
- Lead the resolution of commissioning and operational performance issues.
- Support operational readiness and transition activities with end users and operators.
- Provide leadership and mentoring to commissioning teams across multiple workstreams.
- Degree in Mechanical, Electrical, Building Services, Controls or a related engineering discipline.
- Extensive experience delivering major integrated infrastructure or building programmes.
- Extensive commissioning and handover experience across MEPH and ICT systems.
- Demonstrable experience managing integrated systems testing and operational readiness.
- Strong stakeholder and contractor management capabilities.
- Experience on large-scale remote site programmes is highly desirable.
- Strong leadership, communication and stakeholder engagement skills.
- Commercial and delivery awareness within complex, multidisciplinary programmes.
- Ability to work effectively in a remote site environment and manage competing priorities.
