Job Description
Parsons is looking for an experienced
Senior Construction Manager, to join our team on a prestigious and highly confidential program.
This is a senior PMO level role, responsible for overseeing and guiding an assigned PMC across multiple packages and contracts within the wider program.
The role is focused on PMO governance, PMC oversight, reporting assurance, risk management, stakeholder coordination, and program milestone delivery. The assigned PMC will be responsible for contractor management, site supervision, inspections, safety, quality, and day-to-day construction verification. The Senior Construction Manager, PMO will ensure the PMC operates in line with PMO governance standards, approved methodologies, frameworks, templates, reporting requirements, and overall program objectives.
What You'll Be Doing
- Provide PMO level oversight of an assigned PMC responsible for multiple packages and contracts within the wider program.
- Ensure the PMC is following PMO governance standards, approved methodologies, frameworks, templates, reporting requirements, and program procedures.
- Monitor PMC performance against agreed milestones, KPIs, deliverables, reporting requirements, and program objectives.
- Review, challenge, and validate reporting information submitted by the PMC to ensure accuracy, consistency, and proper verification before escalation to PMO leadership.
- Track key risks, issues, dependencies, and roadblocks across PMC led works, ensuring timely mitigation and escalation where required.
- Facilitate clear communication between the PMO, PMC, client representatives, consultants, contractors, and other key stakeholders.
- Support the PMO Director of Construction in driving consistency, accountability, governance, and standardization across PMC managed projects.
- Ensure the PMC and its project teams remain aligned with overall program priorities, schedules, reporting cycles, milestone requirements, and PMO expectations.
- Use PMO approved systems, tools, and processes to manage tracking, documentation, reporting, communication, and action close out.
- Provide strategic input, leadership, and problem-solving support to remove barriers to successful delivery.
- Support program level reviews, governance forums, performance meetings, and senior leadership reporting requirements.
- Ensure corrective actions, lessons learned, and performance improvement measures are captured, tracked, and implemented across PMC activities.
What Required Skills You'll Bring
- Bachelor's Degree in Engineering, Construction Management, Project Management, or a related discipline.
- Minimum 15 years of senior managerial experience within large scale construction, infrastructure, civil, building, mixed use, industrial, or major development programs.
- Minimum 5 years of experience in a senior strategic position, preferably within a PMO, PMC, program management, or major project delivery environment.
- Strong understanding of PMO governance, program controls, reporting, risk management, stakeholder coordination, and performance management.
- Proven ability to oversee PMC performance across multiple packages, workstreams, or contracts.
- Experience working on large, complex, confidential, or high profile programs with multiple stakeholders and formal governance requirements.
- Ability to review, challenge, and validate reporting data, KPIs, schedules, risks, issues, and progress updates submitted by PMCs or delivery teams.
- Strong leadership, communication, stakeholder management, and problem solving capability.
- Ability to operate at a strategic level and engage confidently with senior program leadership, client representatives, PMCs, consultants, and contractors.
- Strong written and verbal communication skills.
