Job Description

Contract Duration: 6 months, extendable

We are looking for an experienced Senior Contracts & Procurement Manager to join one of our clients on a 6-month extendable contract.

The successful candidate will provide comprehensive contracts and procurement management services, with a strong focus on procurement, contractual, commercial, and administrative matters. The role will cover both pre-award and post-award activities, with particular involvement in supporting Operations & Maintenance functions.

Key Responsibilities

Pre-Award & Procurement

  • Serve as the focal point for procurement activities related to Operations & Maintenance requirements.
  • Work closely with internal stakeholders to develop and maintain annual procurement plans.
  • Manage end-to-end procurement processes, including public procurement, limited procurement, and sole/single-source procurement.
  • Manage tenderer pre-qualification processes, bidder lists, evaluations, and required approvals.
  • Prepare and compile tender and contract documentation in coordination with relevant legal and finance teams.
  • Participate in technical and unpriced commercial evaluations and lead priced commercial evaluations.
  • Prepare techno-commercial evaluation reports and award recommendations.
  • Finalize contract documentation with successful contractors.
  • Maintain and develop qualified contractor and supplier databases.
  • Monitor contractor/supplier performance against contractual requirements, including quality and delivery timelines.
  • Ensure timely and accurate updates within the relevant ERP system.
  • Prepare procurement performance reports, KPIs, and management information.

Post-Award & Contract Management

  • Review contractual documentation and correspondence to identify commercial and contractual issues or impacts.
  • Advise internal stakeholders on contractual correspondence with contractors, vendors, and third parties.
  • Support the preparation and review of formal contractual responses in coordination with relevant internal functions and legal support.
  • Manage contract documentation, including acceptance certificates, change/variation orders, releases, and other contractual records.
  • Provide specialist commercial and contractual support throughout contract administration.
  • Support the evaluation, negotiation, and minimization of claims and contract variations/changes.
  • Manage commercial contract close-out activities.
  • Ensure compliance with applicable Delegation of Authority requirements, internal policies, procedures, and contractual obligations.
  • Provide support in extraordinary contractual matters, including contractor claims, dispute reviews, and arbitration-related activities when required.

Qualifications & Requirements

  • Bachelor's degree in Engineering, Business Administration, or a related field.
  • Minimum 18 years of relevant experience.
  • Minimum 5 years of relevant experience within the GCC.
  • Fluent in English.
  • Strong experience in contracts, procurement, commercial management, tendering, and contract administration.
  • Strong understanding of both pre-award and post-award contract management activities.
