The Senior Cost Controller is responsible for leading project cost control and estimation activities. The role ensures accurate budgeting, forecasting, cost monitoring, and commercial reporting throughout the project lifecycle while providing strong expertise in project estimation during development, bidding, and execution phases.
The position plays a critical role in supporting project delivery teams by ensuring financial discipline, cost optimization, and alignment with corporate financial objectives.
Key Responsibilities:
Cost Control & Monitoring
- Develop and maintain project cost control systems, procedures, and reporting structures.
- Monitor project expenditures, commitments, accruals, and cash flow against approved budgets.
- Analyze cost variances and provide recommendations for corrective actions.
- Prepare monthly cost reports, management dashboards, and financial performance analyses.
- Coordinate with engineering, procurement, construction, and finance teams to ensure cost alignment.
- Review contractor payment applications, change orders, claims, and variation requests.
- Support project forecasting activities, including Estimate at Completion (EAC) and cash flow projections.
- Ensure compliance with company financial policies, project controls procedures, and governance requirements.
Estimation & Budgeting
- Lead preparation of CAPEX and OPEX estimates for power, water, renewable energy, and infrastructure projects.
- Develop conceptual, preliminary, and detailed cost estimates during project development and bidding phases.
- Review EPC contractor estimates, BOQs, and commercial submissions for accuracy and competitiveness.
- Prepare benchmarking analyses and cost comparisons using historical project data and market intelligence.
- Support feasibility studies, investment evaluations, and financial modeling inputs.
- Participate in tender evaluations and commercial negotiations related to project costs.
- Identify cost-saving opportunities and value engineering initiatives.
Planning & Reporting
- Integrate cost control with project schedules to support earned value analysis and performance measurement.
- Coordinate with planning teams to ensure alignment between cost and schedule baselines.
- Present project financial status and risk assessments to senior management and stakeholders.
- Support internal and external audits related to project costs and financial controls.
Risk & Commercial Management
- Identify project cost risks and support mitigation planning.
- Evaluate the financial impact of project delays, claims, and scope changes.
- Maintain contingency tracking and risk-adjusted forecasting methodologies.
- Support contract administration from a commercial and cost control perspective.
Qualifications & Experience
- Bachelor's degree in Engineering, Quantity Surveying, Finance, Construction Management, or related discipline.
- Professional certifications such as PMP, CCP, MRICS, or equivalent are preferred.
- Minimum 10–15 years of experience in project cost control and estimation within power, water, energy, oil & gas, or large infrastructure sectors.
- Strong experience in EPC project environments and mega-project execution.
- Proven expertise in project estimation, budgeting, forecasting, and cost analysis.
- Experience working on renewable energy projects (solar, wind, hydrogen) is an advantage.
- Strong knowledge of project controls methodologies, earned value management, and commercial practices.
- Advanced proficiency in cost control and estimation software/tools.
- Strong knowledge of SAP, Oracle, Primavera P6, and Excel-based financial models.
- Excellent analytical, commercial, and financial reporting skills.
- Strong understanding of EPC contracts, procurement processes, and project finance structures.
- Ability to interpret engineering drawings, BOQs, and technical specifications
