Role Summary:
We are seeking a highly experienced and detail-oriented Senior Cost Manager to lead cost management activities across complex construction or infrastructure projects. The successful candidate will oversee budgeting, forecasting, cost planning, and value engineering to ensure financial efficiency throughout the project lifecycle. This role demands strong commercial acumen, stakeholder management skills, and the ability to work within fast-paced and collaborative environments.
This role demands a proactive, detail-oriented professional who can balance technical precision with effective communication and negotiation skills, contributing to the successful delivery of complex development projects.
Key Responsibilities:
Cost Planning and Estimating:
- Prepare and manage elemental cost plans in accordance with RICS New Rules of Measurement (NRM1).
- Undertake benchmarking and cost data analysis to support feasibility studies and early-stage cost advice.
- Provide accurate cost advice to clients, reflecting market conditions and project-specific risks.
Procurement and Tendering:
- Advise on procurement strategy in line with project goals and RICS guidance.
- Prepare tender documentation including Bills of Quantities, pricing schedules, and preambles.
- Evaluate tender submissions and participate in negotiation processes.
Post-Contract Cost Control:
- Manage project cost reporting, including cash flow forecasts, cost-to-complete projections, and value reporting.
- Assess interim valuations, variations, and compensation events in accordance with contract terms.
- Support final account negotiation and agreement, ensuring clarity, transparency, and auditability.
Contract and Commercial Management:
- Administer contracts (NEC, JCT, FIDIC, Bespoke) and ensure compliance with contractual obligations.
- Support dispute resolution and claims analysis with a strong evidential basis.
- Mitigate commercial risk through robust change control and contract administration.
Professional and Ethical Practice:
- Deliver services in accordance with the RICS Global Professional and Ethical Standards.
- Uphold integrity, transparency, and client trust in all commercial decisions and reporting.
- Promote high standards of service delivery and continuous improvement.
Team Leadership and Collaboration:
- Mentor junior cost managers and support their APC journey toward chartered status.
- Lead or contribute to client presentations, cost workshops, and risk reviews.
- Collaborate with project managers, architects, engineers, and legal teams to ensure integrated project delivery.
Cost Management:
- Prepare and develop detailed cost estimates for development projects during the feasibility, design, and construction phases.
- Establish and maintain project budgets, ensuring alignment with client objectives.
- Monitor project costs and provide regular updates to stakeholders on budget performance.
Tendering and Procurement:
- Manage and prepare tender documents, including bills of quantities (BOQ), cost schedules, and scope of works for all request for proposals.
- Ensure procurement processes align with project goals and budget constraints.
- Evaluate contractor and supplier bids, ensuring compliance with project specifications and budget.
- Lead negotiations to secure favorable terms with contractors and vendors.
Skills and Competencies:
- Comprehensive knowledge of RICS NRM, procurement standards, and cost planning methodology.
- Strong communication and stakeholder management skills.
- Proficiency in cost management software CostX and reporting tools.
- Excellent analytical, negotiation, and risk management abilities.
Work Environment:
The role involves working in Land Sterling's corporate offices and project sites as required. Occasional travel and extended working hours may be needed to meet project deadlines and deliverables. Land Sterling's reserves the right to select working location based on the department's needs.
