Job Description

Specialized Tasks

1. Develop and develop standards and policies for recruitment and selection processes, with a focus on applying the principles of fairness and equity, performance enhancement and professional development, in accordance with the guidelines of the Human Resources Law, to ensure fair and equitable management of talent across all departments of the organization.

2. Supervise the implementation of the annual recruitment plan in accordance with the approved budget, and ensure the achievement of the objectives of the Dubai Customs sections.

3. Ensure the efficiency of recruitment processes and achieve targeted performance indicators to support the department's objectives and adapt to operational changes.

4. Lead the recruitment of qualified candidates with competitive backgrounds, with a focus on employing Emiratis at all levels, especially in vital and senior positions, to achieve the objectives of Dubai Customs.

5. Supervise the implementation of the strategic and operational plans of the Talent Acquisition Department, with a focus on improving performance and developing career paths.

6. Supervise the implementation of job replacement plans and draw clear career paths that align with the organization's organizational needs and future aspirations.

7. Manage and guide the work team in preparing and implementing the requirements of job fairs and professional events to enhance the organization's job mark and attract the best national and international competencies.

8. Supervise the implementation of the plan to provide qualified candidates for the positions of the employees expected to retire, by analyzing future needs and identifying the best sources of recruitment to ensure business continuity.

9. Supervise the evaluation of applicants and transferees to measure behavioral and professional skills, in coordination with organizational development, with the aim of identifying development opportunities and providing effective feedback, in order to support proactive planning of human resources and efficiently meet the needs of Dubai Customs.

10. Supervise the qualification and orientation programs for new employees in cooperation with the Training Center, to facilitate their smooth integration and achieve the required performance.

11. Ensure clear career paths for new and transferred employees in line with the requirements of each position they hold within the Department.

12. Supervise the e-recruitment system, and collaborate with the organizational development team to conduct workforce trend analyses, and anticipate future recruitment needs.

13. Supervise rigorous evaluations of applicants and transferred employees, to measure their competencies and compatibility with job requirements, identify strengths and development opportunities, and provide constructive feedback that supports the design and implementation of effective individual development programs.

14. Effective communication with external recruitment companies and market partners to ensure a continuous and effective flow of qualified candidates.

15. Supervise the efficiency of innovative talent acquisition programs through social media and modern digital platforms.

16. Advising various departments on recruitment strategies and determining the optimal specifications for open positions.

17. Participate in the preparation of staffing budgets and cost control to ensure the optimal use of available resources.

18. Supervise the development of programs to improve the applicants experience to enhance the organization's image and attract distinguished competencies.

19. Collaborate closely with HR teams to ensure recruitment processes are integrated with learning, development, and performance appraisal programs to ensure employee development and continuity.

20. Provide supervisory support for the evaluation processes of the approved performance system periodically, ensure its effectiveness and propose continuous improvements to ensure its compatibility with institutional changes and future government trends.

21. Ensure the availability of an integrated centralized database for performance management, linking it to human resources systems and strategic planning to ensure transparency and information integrity.

22. Support managers in formulating their goals using SMART standards, and review departmental objectives to ensure their strategic consistency and actionability.

23. Ensure accurate and comprehensive reviews of the objectives submitted by various departments, while applying SMART standards to ensure their clarity, measurability and implementation, and strategic alignment with the organization's directions, in order to enhance the effectiveness of performance and ensure the achievement of the desired results accurately and professionally.

24. Oversee individual performance appraisals to identify outstanding employees and develop sustainable retention strategies, as well as design and implement succession plans to ensure the continuity of critical competencies. This also includes overseeing the development of development programs for low-performing employees, ensuring fairness, transparency in evaluation and continuous improvement.

25. Provide advisory support in performance appraisals and identification of training needs, in order to enhance the development of human resources within the Department.

26. Coordinating with local and international entities (governmental/private) in everything related to the department's field of work.

27. Supervise excellence initiatives related to the Dubai Government Excellence Program and other development programs emanating from the Department's strategy and development plans.

28. Strengthening relations with external partners to establish strategic partnerships, develop and motivate internal partners, and manage change to ensure efficiency and effectiveness in customs work.

29. Supervise periodic turnover reports that measure and analyze trends resulting from resignations, transfers and retirements and propose appropriate recommendations for corrective action plans in accordance with best practices.

Supervisory Tasks

30. Actively and comprehensively participate in the processes of reviewing, updating, institutionalizing and implementing strategic plans and objectives for the management and the sector as well as for Dubai Customs with the aim of achieving global leadership.

31. Effective and integrated management of all processes of development, implementation and success of the department's operational plans and smart goals, which directly contributes to the success of the department's, sector, and department's strategies.

32. Effective and integrated management of the processes of identifying and implementing appropriate corrective and reinforcement actions based on the results of the department's strategic and operational performance metrics and indicators.

33. Effective and integrated management of the processes of developing, updating and applying the methodologies, policies and work mechanisms of the various departments in accordance with the best international specialized practices. 

34. Effective and integrated management of the processes of institutionalizing standards, adopting rules and integrating the concepts of the Government Excellence System in a comprehensive and sustainable manner in the various capabilities and processes of the Department.

35. Effective and integrated management of integrated change related to the strategic and operational work of the department, department, and sector, in a manner commensurate with the size and risks of the impact resulting from this change.

36. Effective and integrated management of future readiness processes through future foresight processes and mechanisms related to the various areas of work of the department, management and sector in a comprehensive and sustainable manner.

37. Effective and integrated management of strategic and implicit partnerships in addition to various resources, including human, financial and technical resources, in order to enable the Department, Department, and Sector to achieve their objectives.

38. Effective and integrated management of tacit and implicit knowledge to ensure the sustainability, excellence, acceleration and entrepreneurship of the Department, the Department and the Sector in line with the Department's strategy.    

39. Lead, motivate, evaluate and empower all supervisors and employees in the department with the aim of achieving success and sustainable professional excellence in various career paths, which also qualifies them to be nominated for the Dubai Medals of Excellence.

40. Leadership to develop appropriate, effective and sustainable replacement plans for all vacant job titles in the department in full alignment with the career paths of the concerned employees and supervisors.

4. Collaborate effectively within teams to achieve common goals, while supporting colleagues by sharing knowledge and resources and contributing to creating a positive and collaborative work environment.

5. Continuously striving for innovation and proposing improvements in the flow of operations, and exchanging experiences and knowledge to build capacity within Dubai Customs.

6. Mentor new employees and document key processes to ensure knowledge retention and transfer.

7. Ensure the confidentiality of all sensitive information related to Dubai Customs and adhere to the data protection systems and protocols of the entity.

8. Commitment to achieve excellence in all tasks and results continuously, while adhering to the Dubai Customs Business Ethics Document and carrying out activities with integrity and fairness.

9. Disclose any potential conflicts of interest and avoid situations that may harm the interests of Dubai Customs, and abide by copyright laws and Dubai Customs policies related to the use of intellectual property.

Qualifications and Experience

  • Bachelor's degree in related disciplines
  •  11+ years with experience in related field.
