Job Description

The Senior Economist is responsible for drafting institutional reports, developing economic indicators and forecasting models, conducting policy-related research studies, and contributing to training activity, workshops and technical assistance to member countries. The role also involves providing high-level economic analysis and policy advice in the context of economic surveillance and the follow up of economic reform programs. Moreover, the role includes building strong and effective relationships with internal and external stakeholders and contributing to the overall strategic goals of the institution.

Roles and Responsibilities

Contribute to the preparation of policy notes that aim to highlight economic and financial challenges and possible reforms in a member country, enabling the design of effective reform programs.

Contribute effectively to consultation and discussion with officials in a member country to reach an agreement on reform programs, including providing economic and financial analysis and drafting letter of intents and required reports.

Draft reports to monitor the progress of economic programs in member countries, including assessing macroeconomic developments and outlook, and the reform measures implementation to ensure program objectives are met.

Contribute effectively to the preparation of surveillance and country reports to develop forward-looking policy advice that addresses vulnerabilities and promotes sustainable growth in member countries, while continuously monitoring ongoing economic and financial developments in assigned countries to identify potential challenges and issues.

Contribute effectively to the provision of expert policy advice and technical assistance to member countries on economic matters to aid in macroeconomic and structural policies formulation and implementation.

Contribute to the discussion regarding economic policies aligned with AMF's strategic goals, by participating in relevant internal and external committees and forums.

Drat policy briefs and recommendations in the context of the provision of policy advice and technical assistance to the member countries and engage with relevant AMF staff, stakeholders and partners to refine policy proposals.

Prepare in-depth macroeconomic and risk analysis on a country or regional level, including assessing macroeconomic developments and prospects, financing needs, and debt sustainability, to inform economic surveillance and lending plans and reform programs design and implementation.

Conduct research studies on country, regional and global economic and financial issues, relevant to the AMF's mandate and strategy.

Contribute to the AMF economic flagship reports ensuring rigor and quality in economic analysis entailed in reports outputs.

Develop economic and financial indicators and tools for conducting surveillance, as well as models to produce macroeconomic forecasts and deliver relevant policy advice.

Propose improvements in data collection, analysis tools, and cross-departmental collaboration.

Contribute to the design and execution of technical assistance, training and capacity building courses, and workshops within the framework of the AMF's training plan, aiming to enhance institutional and human capacities in member countries.

Contribute to the identification of improvements to the AMF policies and procedures, covering areas of activity pertaining to Surveillance and Financing Department, considering leading practices.

Contribute to reviewing risk registers related to the Department's scope of activity, aiming to enhance effectiveness and risk management tools.

Communicate complex economic concepts and findings to stakeholders through presentations, reports, and publications.

Build collaborative relationships with relevant internal units (AMF's departments/sections), stakeholders (authorities in member countries), and partners (international and regional financial institutions), in a manner that supports the achievement of the AMF's objectives.

Actively gain exposure and insights into local and global economic developments, reform challenges and opportunities, and the ongoing debate on economic policy issues at practical and theoretical levels, and leverage them to enhance stakeholder management capabilities, in line with AMF's strategic objectives.

Knowledge and Experience

Minimum of 08 eight years of relevant experience in economics, finance, or a related field, ideally within international/regional financial institutions, central banks, ministries of economy or finance, authorities for statistics, universities, or research centers.

Proven experience in macroeconomic analysis, financial sector, and policy advice.

Extensive expertise in econometrics, economic modeling, and forecasting.

Extensive knowledge and proficiency in statistical and econometric software, including EViews, STATA, S-Plus, RATS, MATLAB, Python, R, and others.

Expertise in designing and providing training courses in economics, finance, or related fields.

Proficiency in the requirements of relevant statistical guidelines, manuals, and methodologies issued by international institutions.

A track record of publications in peer-reviewed journals specializing in economics, finance, or a related field, with the ability to manage research projects effectively.

Education

Ph.D. in economics, finance, or a related field from a recognized university.
