JOB PURPOSE / OBJECTIVE

Support cost control activities for Commercial vessels, Naval/Defense vessels, and Offshore structures. Prior experience in these domains is highly desirable. Ensure alignment of cost control practices with project planning and scheduling for integrated project performance. Analyze existing budgets and making improvements, verification, reviewing plans, and preparing quantity estimates, negotiating with Clients/ Contractors, as well as building relationships with Clients and site Managers.

Key Accountabilities

  • Develop systems and procedures for Cost Control (including interface with ERP team during establishment / troubleshooting phase) and monitor project total expenditure including verification and checking of invoices, claims from Suppliers, Vendors and Subcontractors to ensure that all project expenditures are captured and properly recorded.
  • Scrutinize the workforce and material cost, as well as contracts to ensure the best deals.
  • Keep track of project manhours, materials, consumables, and equipment usage including internal charges.
  • Manage any changes in project SoW, variations from clients and revised project budgets.
  • Prepare and manage project invoices, negotiate change orders, and ensure timely receivables.
  • Collaborate closely with planning engineers to align cost forecasts with project schedules.
  • Support digital cost control initiatives and ERP system enhancements.
  • Identify, analyze, and develop responses to commercial risks.
  • Upload all relevant project cost and expenses data in the designated project management software with clear schedules of when the expenses are likely to be incurred.
  • Create a process of information flow with respect to each expense head.
  • Monitor cost performance and generate variance / exceptions reports using Earned Value Management (EVM) for presentation to the Project Manager and senior management.
  • Participate in the project review meetings and present status reports to project stakeholders.
  • Update Project budget, margin & invoices while comparing them with the baseline budgeted cost.
  • Perform any other related duties as and when directed by the department head.

Education

  • Bachelor's Engineering Degree (or equivalent)

Professional Qualifications (Certifications & Accreditations)


  • CCP / PMP Certificate preferable (but not essential)

Competencies (Knowledge, Skills & Abilities)


  • Excellent knowledge MS Office. Primavera P6 experience is preferable.
  • Familiarity with cost control modules in ERP systems (e.g., SAP, Oracle). Understanding of project lifecycle costing, benchmarking and ISO Standards.

Requirements


Experience

  • Minimum 9 - 12 years experience in relevant industry performing the Cost Control and Quantity Survey role.
  • Offshore or Maritime project fabrication/ construction experience.
  • Familiarity with modular construction, block erection, and integration processes is plus.
  • Experience in new Ship Building is highly preferred
  • Previous supervisory role in cost control is preferred

Languages

  • Fluent in English (Reading, Writing, Speaking)
  • Arabic is not essential but could be advantageous
