Strategy
- Prepare and renew contract and tender documents for LTSM assets (street lighting, traffic signals, and advertising systems), embedding IEC, DEWA, and RTA specifications and standards with clear service-level KPIs.
- Track contractor performance registers (response times, service quality, safety scores) to inform budget forecasts and renewal decisions.
- Stay updated on technical developments in street lighting and traffic signal systems, evaluating and recommending innovations that enhance reliability, sustainability, and cost efficiency.
- Review and approve roads department project designs, feasibility studies, and value engineering proposals, ensuring alignment with technical standards and operational efficiency.
- Lead the identification, evaluation, and implementation of new technologies, system upgrades, and pilot projects, documenting outcomes and recommending system-wide adoption.
Operations
- Oversee preventive, corrective, and emergency maintenance of LTSM assets, including
- lighting, traffic signal equipment, and control systems; coordinate with RFM emergency teams for response and resolution of CRM complaints, public requests, and accident requests on related systems.
- Supervise the prequalification of contractors and vendors, ensuring compliance with technical, contractual, and safety requirements and ensure procurement of required materials maintaining required stock.
- Conduct technical field visits, site inspections, and defect liability checks; supervise snag rectification, acceptance testing, and handover processes including TOC and DLC with contractors and consultants.
- Review and approve contractor work programs, billboard panel samples, and NOC, ROWPS, and other related system submissions; confirm compliance prior to issuing bank guarantee releases and takeover certificates.
- Manage contractor and supplier compliance with material quality standards, warranty certificates, laboratory test results, and site cleanup/return of scrap materials.
- Coordinate with DEWA, consultants, developers, and RTA departments on design approvals, tender documentation, and maintenance reporting.
- Handle customer and stakeholder complaints, requests, and grievances; ensure proper investigation, closure, and reporting.
Product / Process Improvement
- Prepare technical reports, proposals, and studies on maintenance trends, faults, and risks; recommend corrective measures and best practices.
- Analyse recurring issues, cost variances, and KPI dashboards; propose process changes, resource allocation improvements, or material alternatives to extend asset life.
- Design and trial smart lighting and traffic signal automation, predictive maintenance tools, and advanced monitoring systems; document results and recommend adoption.
- Apply lessons learned from pilot projects and value engineering exercises to strengthen standards, improve energy efficiency, and reduce lifecycle costs.
Physical Working Conditions
- Conduct frequent day- and night-time inspections at roadside poles, live traffic corridors, and elevated platforms, ensuring compliance with RTA safety standards and PPE protocols.
- Participate in site and project coordination meetings with contractors, consultants, and authorities, reviewing snags, irregularities, and handover readiness under active traffic conditions.
Job Qualifications & Requirements
Education: Bachelor's degree/master's degree in engineering / Master's degree in electrical/electronic engineering or control systems
Experience: 2+ years in case of Master's degree (4+ years in case of Bachelor's degree) in related field
