Senior Engineer, Projects (Technical Projects Department -Habshan & Bab

JOB PURPOSE

Supervise, study, and provide technical support on all aspects of project management, from the conception to

hand-over in order to ensure that the assigned projects are completed in adherence to the safety, quality,

schedule, cost, and VAP (Value Assurance Process) requirement.

KEY ACCOUNTABILITIES

Projects Engineering

u2022 Provide professional expertise in the selection of contractors with particular emphasis on prequalification,

bid evaluation etc., and site management in relation to site arrangements, overall

logistics, etc.

u2022 Contribute to the development of detailed statement of requirements (SOR) and strategy for the

implementation of various project phases, such as, FEED, detailed engineering, construction and

commissioning.

u2022 Assist in the development of tender document for the selection of the Engineering Consultant, PMC

and Contractors.

u2022 Assist in the review of the contractors subcontracting strategy and pre-qualification of subcontractors

and ensure that contractorsu2019 strategy, plans, specifications, methods and procedures for construction

are in accordance with the scope of work, specification etc.

u2022 Review and coordinate the contractors pre-commissioning and commissioning procedures, plans and

activities to ensure adherence to the set specifications.

u2022 Coordinate and attend the pre-commissioning and commissioning meetings with the Operations and

Maintenance Departments. Review the contractoru2019s documentation, consolidate comments from the

concerned parties, and ensure that the contractors submit the required documentation in the specified

format.

u2022 Coordinate and provide the necessary recommendations for the Purchase Requisitions for the

material and equipment for free issue to EPC/ Construction Contractors.

u2022 Contribute in ensuring the efficient selection of equipment, material, systems, work methods, and

testing for the effective management of projects.

u2022 Supervise the activities of assigned specialists during the engineering and construction phases to

ensure the timely execution of projects within the approved budget and scope of work.

u2022 Monitor the progress of work performed by licensors, engineering and EPC contractors. Identify any

bottleneck and recommend corrective actions to ensure smooth and timely completion of each

project.

u2022 Review, study, and analyze the construction strategy, plans, specifications, methods, and procedure

to contribute in ensuring value added and cost effectiveness throughout the assigned projects.

u2022 Coordinate the value engineering and constructability reviews and other projects workshops.

u2022 Review work methods, procedures, and installations in line with the safety measures.

u2022 Review the Site safety audit plans and ensure the timely and effective implementation.

u2022 Review the contractorsu2019 invoices and monitor the contracts cost in liaison with the Cost Service.

u2022 Monitor and manage the project completion punch list to ensure that all construction and

commissioning activities are completed and accepted in order to allow the release of PAC to

contractors. Facilitate the handover of project facilities to the Operations Division for commissioning

and start-up.

u2022 Conduct risk analysis, Project Health, Safety and Environment reviews (PHSER), and ATR reviews in

compliance with the Companyu2019s procedures.

u2022 Attend the project related meetings with the Contractors, Subcontractors, Vendors etc. as necessary.

u2022 Evaluate the Contractorsu2019 claims and provide recommendations. Negotiate and coordinate the final

settlement with the Contracts Department.

u2022 Manage the issuance of the Provisional Acceptance Certificate.

u2022 Coordinate the issuance of contract close-out report and transfer all project drawings, catalogues,

manuals, etc. to the Companyu2019s Records.

u2022 Keep track of warranties and defects liability period on the works preformed. Raise NCR, as and when

required, to EPC Contractors. Coordinate the corrective actions to be taken by the contractors during

the warranty and defects liability period.

u2022 Maintain and update the relevant information pertaining to the project including trends that can cause

positive or negative variations to the contract.

QUALIFICATIONS, EXPERIENCE, KNOWLEDGE & SKILLS

u2022 Bachelor Degree in engineering.

u2022 8 years of experience in engineering multi-disciplinary functions for the design of the assets and

facilities and exposure to preparation of Front End Engineering and Design packages.

u2022 Knowledge of gas extraction and processing plant operations, production engineering principles and

project management.

u2022 Good engineering concepts and FEED experience.

u2022 Knowledge of the relevant applicable legislation and regulations.

u2022 Knowledge of HSE principles and their application relevant to Oil & Gas industry.
