The Senior Engineering Manager (Back Office) serves as the central technical authority within the maintenance program. The role's purpose is to ensure governance, consistency, and technical excellence across all inspection, maintenance, quality, and safety processes, while maintaining strict compliance with SAR standards and supporting the coordination between districts and SAR's central technical departments. This position ensures that risks are controlled, documentation is accurate, and the maintenance program runs to the highest railway industry standards.
Responsibilities:
- Lead the technical office, consolidating district-level plans, ITPs, and method statements; ensure alignment with SAR standards and the Safety Management System (SMS).
- Own the integrated inspection and maintenance program (daily/periodic/emergency), ensuring TEF forms, codification, and full documentation quality.
- Govern Maximo (SAR system) data quality and monitor KPI performance, including lifecycle tracking of corrective, urgent, and preventive work orders.
- Approve method statements for track, turnout, level-crossing, sand-control, and structure-related works, verifying tool and equipment calibration.
- Chair weekly HSE, quality, and progress coordination meetings with District Managers and central engineering stakeholders.
- Manage competency requirements under SAR's Competency Management System, ensuring training, licensing, and re-assessment of all staff.
- Coordinate use and interpretation of mechanised inspection systems (TGIV, UT, GPR, ASIV) and ensure findings are integrated into maintenance planning.
- Enforce contractual compliance, including equipment age rules (15 years), approvals, documentation standards, and audit readiness.
- Coordinate with stakeholders and other maintenance disciplines
Qualifications:
- Engineering degree (preferably civil or railway) with senior leadership experience in large-scale railway infrastructure inspection and maintenance.
- Proven ability to lead multi-district organizations and central technical teams in a standards-driven environment.
- Deep knowledge of SAR standards, TEF forms, inspection tolerances, and reporting procedures.
- Strong proficiency with Maximo system or similar EAM systems for planning, tracking, and KPI management.
- Technical understanding of mechanised inspection tools (TGIV, UT, GPR, ASIV) and ability to convert results into actionable plans.
- Demonstrated competence in managing regulatory and contractual compliance, including documentation and audits.
- Experience in quality management, ITP development, calibration control, and root-cause analysis.
- Strong HSE leadership, ideally with familiarity with NEBOSH/OSHA-style systems.
- Certification at Saudi Council of Engineers of advantage
