Job Purpose:
The Senior Executive - Estimation is responsible for preparing accurate and competitive cost estimates, commercial proposals, and tender submissions for Facilities Management (Hard FM, Soft FM, and Integrated FM services). The role supports the Business Development team in securing new contracts by analyzing client requirements, developing pricing models, preparing technical and commercial submissions, and coordinating with operations, procurement, and finance teams.
Key Responsibilities:
Estimation & Costing-
- Review tender documents, RFPs, RFQs, and client requirements to determine project scope.
- Prepare detailed cost estimates for Hard FM, Soft FM, Landscape, Cleaning, Security, and Integrated FM contracts.
- Develop manpower deployment plans, equipment schedules, and material consumption calculations.
- Calculate operating budgets, CAPEX, and OPEX requirements for FM contracts.
- Conduct site surveys and assessments to gather information required for accurate costing.
- Perform quantity take-offs and prepare BOQs where applicable.
- Maintain a database of standard costs, pricing benchmarks, and estimation templates.
Tender & Proposal Management-
- Prepare technical and commercial proposals in line with tender requirements.
- Coordinate with Operations, Procurement, Finance, and HSE teams to gather inputs for bid submissions.
- Ensure timely submission of tender documents and compliance with client requirements.
- Review tender clarifications and prepare responses to client queries.
- Participate in bid review meetings and management approval processes.
Commercial Analysis-
- Analyze contract risks, assumptions, exclusions, and commercial implications.
- Develop pricing strategies that balance competitiveness and profitability.
- Prepare financial models and cost analysis reports for management review.
- Conduct sensitivity analysis and profitability assessments before bid submission.
- Support contract negotiations with commercial insights and pricing justifications.
Business Development Support-
- Assist the Business Development team in preparing presentations and client proposals.
- Support market research and competitor pricing analysis.
- Monitor market trends, labor rates, material costs, and subcontractor pricing.
- Identify opportunities for cost optimization and value engineering.
- Contribute to bid-winning strategies and continuous improvement initiatives.
Stakeholder Coordination-
- Liaise with vendors and subcontractors to obtain quotations and technical information.
- Collaborate with Operations teams to validate resource requirements and service delivery models.
- Coordinate with Finance on budgeting and pricing approvals.
- Build strong working relationships across internal departments to ensure efficient bid preparation.
Reporting & Documentation-
- Maintain records of submitted tenders, pricing schedules, and supporting documentation.
- Prepare estimation reports, bid summaries, and management presentations.
- Track tender outcomes and conduct post-bid analysis to improve future submissions.
- Ensure document control and version management throughout the bid lifecycle.
Qualifications:
- Bachelor's Degree in Engineering, Quantity Surveying, Facilities Management, Mechanical/Electrical Engineering, or a related field.
- Professional certifications in Estimation, Quantity Surveying, or Project Management will be an advantage.
Experience:
- 5 to 8 years of experience in Facilities Management estimation, tendering, or commercial roles.
- Minimum 3 years of experience in FM industry within the UAE/GCC.
- Experience in Hard FM, Soft FM, and Integrated Facilities Management proposals.
- Proven experience in preparing large-scale FM contract bids and tender submissions.
