The Senior Executive / Team Lead plays a pivotal role in driving the organisation's youth engagement, volunteer development, and large‑scale programme delivery.
The role oversees the end-to-end planning and execution of our flagship, large-scale Youth Development Programmes, forming the operational backbone for the team to lead the youth in delivering top-notch hospitality support, ushering, engagement, and crowd management. This include the full spectrum of the volunteer management lifecycle: recruitment, training, deployment, and engagement, while curating and implementing youth‑focused initiatives that nurture leadership, strengthen competencies, and contribute to meaningful community impact.
The incumbent must have the deep interest in developing youth, and demonstrate strong organisational capability, operational discipline, and the ability to coordinate complex, multi‑stakeholder programmes involving high youth participation and public‑facing engagements.
Key Roles and Responsibilities
1. Operational Planning & Project Management
. Lead the end-to-end project and volunteer management lifecycle for complex, large-scale youth hospitality and support programmes.
. Formulate robust operational plans, manpower deployment schedules, crowd management strategies, and contingency protocols.
. Oversee budget management, resource allocation, and risk assessments fo rall assigned events.
. Write and maintain the Standard Operating Procedures (SOPs) for high operational standards and drive long-term sustainability across all flagship programmes.
. Knowledge Management &Institutional Continuity: Document operational best practices, post-event learning points, and contingency plans to build institutional knowledge, ensuring seamless execution across turnover cycles of the programme.
2. Event Operations & On-Site Execution
. Oversee the operation during events, ensuring smooth youth deployment for ushering, information support, crowd management, and VIP hospitality.
. Monitor real-time ground situations, swiftly resolving operational bottlenecks and managing incidents or emergencies.
. Conduct briefing and debriefing sessions for team members and youth volunteers to maintain high operationalstandards and safety.
3. Youth Engagement & Capability Building
. Champion youth development by fostering a positive, safe, and empowering environment for youth volunteers.
. Plan and conduct trainings to prepare youth for ground deployment.
. Mentor youth leaders, inspiring them to take ownership and develop critical life skills.
4. Stakeholder Management
. Build and maintain strong relationships with key stakeholders, including government agencies, venue owners, event organisers, and community partners.
. Act as the primary point of contact for external partners during planning and live event execution.
5. Other Duties
. Undertake additional responsibilities as assigned by the Reporting Officer or Executive Director to support departmental and organisational objectives.
Knowledge
. Experienced in project management, multi‑stakeholder coordination, large-scale event operations, or ground execution.
. Preferred: Background in military/police operations, security management, or large-scale crowd control environments.
. Familiarity with volunteer management, youth engagement, and programme planning.
. Proficient in Microsoft Office comfortable with virtual engagement tools (Zoom, Google Meet).

Qualifications / Requirements
. Bachelor's degree in Event Management, Project Management, Business Administration, Social Sciences, Hospitality, or a related discipline.
. Minimum 2 years of experience in project management, large‑scale event operations, or ground execution.
. Experience in youth engagement, volunteer management, or programme operations is an advantage.
. Strong coordination and communication skills with proven ability to manage stakeholders effectively.
. Comfortable working in dynamic settings involving large groups of youths.
. Able to work on weekends, weekday evenings and public holidays based on programme needs.
. Preferred background in military or police operations, security management, or environments involving large‑scale crowd control.
